Hungary, espionage operation in Brussels

An official European Commission investigation has confirmed that Hungarian intelligence services placed agents in Hungary's diplomatic representation to the European Union in Brussels between 2013 and 2016, where they carried out activities that went beyond normal diplomatic duties.

The confirmation comes through a letter from the European Commissioner for Budget and Public Administration, Piotr Serafin, to MEPs, which states that several intelligence officers operated from the Hungarian diplomatic mission for a "specific mission" that was not related to the normal functions of diplomatic representations.

According to the European Commission, the activities began discreetly but became increasingly visible after 2015, which limited their effectiveness. The institution estimates that the operation ended in 2016 and did not cause any serious breach of the security of the European institutions.

The investigation does not attribute individual responsibility beyond intelligence officers and does not name political officials. However, the period coincides with the time when the Hungarian representation in Brussels was headed by Olivér Várhelyi, currently the European Commissioner from Hungary, who has consistently denied any knowledge of the alleged activities.

The espionage allegations were first published last year by Hungarian investigative media outlet Direkt36, in collaboration with Belgian and German media outlets, which reported that Hungarian intelligence had attempted to recruit European officials and obtain confidential documents from European Union institutions.

According to the European Commission, the use of member states' permanent representations as a base for intelligence activities against the European Union institutions themselves is considered an unprecedented case.
