At least 151 people have died in Seoul after a crowd of people who had gathered to celebrate Halloween in a narrow alley ended up crushing each other. More than 100,000 people, most of them in festive costumes, gathered in Itaewon on Saturday night for what would be the first Halloween in three years.

Media in the country reported chaotic scenes caused by the large number of people on the streets before the tragic incident occurred shortly after 10 p.m.

Many of the alleys off the main road in the area are narrow and steep. It was on such a steep road, located near the Hamilton Hotel and a little more than four meters wide, that hundreds of citizens were killed and injured.

President Yoon Suk-yeol on Sunday morning declared a state of national mourning while addressing citizens regarding the tragedy.

"As the president, who is responsible for people's lives and safety, my heart is heavy and I struggle to cope with my grief," Yoon said.

"The government will designate the period from today until the accident is brought under control as a period of national mourning and will set the top priority for administrative matters in the recovery and follow-up measures."

There were fears the death toll could rise further, as around 20 of the 82 injured were reported to be in serious condition in hospitals around the South Korean capital.

Witnesses reported seeing crowds growing in different directions and then people losing their footing in a stampede on the slope, causing a domino effect. Videos posted online showed people trying to pull others away from being crushed with their arms.

"As the president, who is responsible for the lives and safety of the people, my heart is heavy and I can hardly contain my grief," Yoon said.
