Azerbaijan: Russia has vowed to punish those responsible for the plane crash

Azerbaijan said on Monday that Moscow had promised to punish those responsible for the downing of an Azerbaijan Airlines plane, which Baku believes was shot down by Russian air defenses.

The plane crashed in Kazakhstan on December 25, killing 38 of the 67 people on board.

The incident has prompted many airlines to cancel flights to Russia, including Israeli airline El Al, which said on Monday it would suspend flights to Moscow until the end of March.

Azerbaijani President Ilham Aliyev has demanded that Moscow accept responsibility for the downing of a plane as it attempted to land at Grozny airport in southern Russia.

Russia has not confirmed that its air defense missile system shot down the plane, although Russian President Vladimir Putin told Aliyev by phone at the weekend that the systems were active at the time, and regretted that the incident occurred in Russian airspace.

Azerbaijan's Prosecutor General said on Monday that the head of Russia's Investigative Committee had told Baku that intensive measures were being taken to identify the perpetrators and bring them to justice.

Russia has said it has launched its own investigation into the incident, but has not said whether it agrees that the plane was shot down by its own air defenses.

Aliyev was harsh in condemning Moscow – Baku's close partner – on Sunday.

He said the plane was "accidentally shot down," but he is angry that Russia has tried to hide the cause of the crash.

Urging Putin to accept responsibility, Aliyev accused Russia of putting forward alternative theories, "clearly showing that the Russian side has attempted to hide" the reality.

Russia has said that Grozny, located in Chechnya, a southern region of Russia, was repeatedly attacked by Ukrainian drones when the Azerbaijani company's plane attempted to land in dense fog.

Survivors said they heard explosions outside the plane, which diverted more than 400 kilometers and attempted to land in the Kazakh city of Aktau, but ultimately crashed.

Kazakhstan said on Monday it had sent the plane's black boxes to Brazil, where the Embraer aircraft manufacturer - used by the Azerbaijani airline - is based, to conduct detailed investigations./REL
