How Gelal Mziu donated $15ml to Sadri Abbas for cleaning Kamza

Before the 2017 elections, Gelal Mziu as mayor of Kamza was in a frontal clash with the government of Edi Rama and amid the issues of this showdown was also the management of urban waste in this municipality.

Mziu was indicted in the prosecutor's office on the part of the IKMT before the elections for obstruction in the destruction of several objects built without permission, for which there were decisions to collapse.

Surprisingly, a year later all the noise towards the mayor of Kamza was forgotten and Mziu returned to "business as usual". In May 2018, almost a year after the elections, he gave with 12-year concession the clean-up of kamza City Hall. The winner? The ALKO-IMPEX General Construcion company, which in the letters results as a subsidiary of a company registered in Kosovo with the owner of citizen Imer Ademi, but after which former Socialist MP Sadri Abbasi and his grandson Sadri Abbasi allegedly stand. Both have been silent in the face of the denunciations they have linked to this company, although in documentation submitted to QKR, Sadri Abbasi does not figure, while his nephew figures as employed.

The company won the $15ml tender along with VAT, to lose track of who was actually behind this PPP, ALKO-IMPEX founded ECO Cleaning on May 30, 2018, as a fat contract enforcer who donated to Gelal Mziu.

Starting after this contract, the charges against Gelal Mziu ceased. He remained calm as mayor of Kamza for another year, until 2019 when the PD boycotted the elections. In this period, Sadri Abbasi was a member of parliament with a weight within the Socialist group. For this reason, the question arises was Sadri Abbasi the man who 'ironed out' Gelal Mziu's clash with the Socialists in exchange for the $15 ml that benefited from this concession?

The PPP doesn't just have the problems of political morality in the middle. It is also legally secured through the criteria copied by Gelal Mziu, to wear the $15 ml suit to Sadri Abbas.

This contract is found to be in serious trouble when it belongs to the criteria set by an audit of the High State Control at kamza City Hall. The audit has found that the established criteria undermine competition and unjustly exclude other companies. They are apparently details, but in such procedures determine the winner.

As an example, one of the qualifying criteria in the tender was the definition that the Technical Leader of the Economic Operator must figure on the company's payment lists at least the last 6 months. The establishment of the criterion on experience in society is without reason in the procurement object with the aim of not qualifying or avoiding the tendering of as many economic operators as possible.

Also, regarding the experience of cleaning service, Kamza Municipality has determined that the Technical Leader of the companies participating in the tender should have experience no less than 5 years in the field of providing cleaning service.

But the person, who earns the status of Technical Director in a society, has the full strength to perform any contract in the field for which he has graduated and for whom he has the position of Technical Director. Therefore, an economic operator who has technical directors to carry out this contract that is procured cannot be excluded from procurement procedures, but does not meet the criteria that the leader has not worked for five years of work.

To avoid any surprises in the obviously predetermined race, Gelal Mziu includes among the criteria even the requirement that the company have some engineers employed in the last 6 months and prove this through the payment list.

This is not the first time Gelal Mziu has been accused of violating equality in tenders. At the end of 2013 he was taken in dicted, even assigned the prison security measure indefinitely on charges of violating equality in tenders and abuse of duty.

The Tirana court yesterday left in force the "intermittent prison" measure against Gelal Mziu, the mayor of Kamza, accused of "violations of equality in tenders" and "abuse of duty".

According to the Prosecution at the time, these charges related to arbitrary taxing of the two societies on the part of kamza Municipality, as well as damage to the football field of this city. In the prosecutor's office, he ended up with a company in connection with the exclusion from a tender. Mziu claimed innocence.

Meanwhile, at the end of January 2021, Gelal Mziu was appointed to SPAK by Rakip Suli, elected mayor of The Dais in 2019. Suli stated that after an internal audit a initiated procedure was found and for granting a bus line permit to the Paskukan unit, where the winner was released on 20.1.2017 and within 60 days the contract should be linked to the winner with the bus line and has not been linked, but has been linked to two years of delay.

"In two years in this area that the filter came out who did this business? Does that line work? I have the conviction that this is direct abuse of the former mayor for economic purposes, what is the other reason?", Suli declared.
