Tirana prosecution investigated allegations of links between Union Ulajt and ghost company 'DH Albania'

After allegations that it was behind the failed attempt to benefit at least 20 ml euros for the construction of a segment of no more than 700 m in the New Ring, Union Ulaj seems to have succeeded in securing at least 1 billion euros in profits with its Company Gener 2 in the next 35 years.

Ulaj has secured the concession of the Thumane-Kashar road, only 21 kilometers long, that citizens will only cost the passage in the first years at least 2.1 euros. In addition, in the first eight years, the Ulaj Union will receive 15 ml euros from the state budget, as compensation for missing traffic.

The contract visibly in favour of Gener 2 is not the first of its kind. In 2018, Union Ulaj was accused of standing behind a ghost company called "DH Albania". The charges that arose was that in Albania the company sold it as an American founded since 1998 in the US state of Delaware, even handed over false financial balances from 2015 to 2017 to win the tender in Lot 1 of the New Ring.

The company's representative in Albania was citizen Avdiol Dobi, then 26-years-old and with the only experience as a receptionist. Dobby was the only one to be taken in the defendant, investigated and tried and ultimately sentenced to 6 months in prison only on the charge of falsifying documents.

The falsification was of great proportions, that if it had not been denounced by the media, 'DH Albania' would benefit 30 ml euros from two tenders. The first tender was related to the OST for the construction of the Burrel-Bishop interconnection line, while the second tender was in the New Ring.

In both tenders, the company was presented as a subsidiary of the American company "Dunwell Haberman", founded in the state of Delaëare in June 1998. But the media revealed at the time that the company was founded only in June 2018 and that it had falsified the delaware secretary of state's firm in falsified documentation it handed over to Albania.

The ring tender was cancelled and the prosecution launched investigations, but the scandal does not end. According to the documents, ost poured 2.4 ml euros into the DH Albania ark on 5 November 2018, although the contract for the construction of the interconjection was signed on 31 November 2018.

Officials from the Ministry of Infrastructure said the sum in question had been returned back to the OST ark, but without presenting any bills, or documentation to prove this.

Meanwhile, after investigations were launched by the prosecution, the Albanian Road Authority and the OST stated that they could not verify whether the documentation was falsified or not.
