Narrow network of concessions in health narrows even more

Suspicions that the tenders of laboratories, sterilization and sanitary of hospitals in Albania revolve around a small handful of companies and people connected to each other and behind which sits former MP and former Minister of Health of the Socialists, Ilir Beqaj are added day-to-day.

The last tender organised by the Trauma Hospital for laundry service was won by the company Sanitary Cleaning with a value of 13 ml of money. The company with central offices on the Tirana-Durres highway turns out to be founded in December 2014, when Ilir Beqaj was Minister of Health.

The company in question is itself owned by two other companies. 40 percent of its shares are owned by Servizi Italia, while 60 percent of them are Berinv B.V. The first link is the company "Servizi Italia".

This company is the largest shareholder in the other company "SaniService", where it owns a 30 percent stake. "SaniService" at the time of signing of the contract worth 80 ml euros for the sterilization concession was represented by Ilir Rrapaj, an Albanian immigrant to Italy and suspected of links to the former health minister.

For the sterilization concession there have been accusations that it is being offered by the concessionaire against a cost at least ten times higher than the actual cost of this service.

Second link the company "Berinv B.V". This company turns out to be registered in the Netherlands. In May 2018, the company bought a 60 percent stake in Sanitary Cleaning. From documentation submitted to QKR, for the purchasing side, i.e. the company "Berinv B.V" the transfer document is signed by Tamara Alexandra Eleonora Wingelaar.

Tamara Alexandra Eleonora Wingelaar held for 10 days in 2018 the position of executive director of the company "AB Laboratory Solutions", which has another concession in health, that of laboratories with a fat value of 120 ml euros. She was appointed to the post on 11 June 2018 and left on 21 June of that year, leaving the country with Konstantinos Karathanos.

It is unclear konstantin Karateno's connection with Janis Karatenon, except for the same surname. But, this second enjoys 75 percent of the laboratory concession with the companies Labopharma and AB Laboratory Solutions.
