Justice Reform conceived the SPAK as the body that would investigate high-level corruption without political distinctions and nuances.

Special prosecutors have extended autonomy within the special structure, but again the powers of the head of this structure have the potential to guide investigations.

In this role is currently Arben Kraja, who ends his term as head of SPAK at the end of this year, and the chances of receiving support from the majority for reconfirmation or a lifetime mandate as he wants according to Voxnews.al sources are close to zero.

Kraja has used every public appearance to praise the work of the structure that leads against corruption and organized crime.

But the balance of SPAK against high-level corruption, creates the perception that it is oriented only towards the 'enemies' of Ilir Meta.

The first is Saimir Tahiri. Ilir Meta repeatedly attacked the former Minister of Interior during the co-government with the Socialists, and in some statements even raised the bar of pressure so high that he threatened to withdraw from the coalition if Saimir Tahiri did not leave the government.

The other names are Lefter Koka and Alqi Bllako, both former collaborators of Ilir Meta, who left him to become part of the Socialists in 2017. The biggest public denunciations for Koka e Bllakon were made by Monika Kryemadhi, while Meta was somewhat restrained by the presidential suit.

But the culmination comes with the non-initiation of any investigation into Sali Berisha, when he was declared "non grata" by the Americans for corruption.

Kraja is also losing the trust of the Americans on this issue, and it seems that Ilir Meta's extended hand in the SPAK is stronger than the influence of the Americans who are the author and financier of the Justice Reform.

But what is Ilir Meta's connection with Arben Kraja?

Pozicioni i Krajës kategorizohet si nëpunës civil, pra post apolitik, prandaj arsye e largimit të tij fill pas largimit të Ilir Metës ngre dyshime se në këtë post ai është vendosur dhe mbajtur me bekimin e Metës.

Në CV-në e tij, Kraja thotë se gjatë këtyre muajve në detyrë ka hartuar strategjinë e parë antikorrupsion të qeverisë.

Se sa e suksesshme ishte kjo strategji kjo ha debat, për faktin se qeverisjet e Ilir Metës dhe më pas e Fatos Nanos janë akuzuar si ndër më të korruptuarat në vend.

Kompetencat e drejtorit të Njësisë Antikorrupsioni pranë Kryeministrit përfshijnë koordinimin e të gjitha institucioneve të varësisë së Qeverisë dhe informimin periodik të Kryeministrit mbi politikat, planet dhe vendimet që lidhen me luftën kundër korrupsionit.

Kjo do të thotë se gjatë kësaj periudhe, Arben Kraja ka raportuar te Ilir Meta për luftën kundër korrupsionit.

Se sa i afërt është drejtori i Njësisë Antikorrupsion me Kryeministrin, emrat që ka qarkulluar Edi Rama pas 2013-s në këtë post janë të besuarit e tij.

The question is whether Arben Kraja was a confidant of Ilir Meta? Does he still remain his confidant? If so, then this undermines all SPAK work and all justice reform.
