The business plan of the Management Foundation of Butrint was not officially made public, as has become the act of founding this foundation and the agreement signed with the Ministry of Culture.
In the act of establishment it is said among other things that to carry out its activity, the foundation can set up bars and restaurants. But Culture Minister Elva Margariti says the money will be used for scientific and archaeological purposes.
"Butrinti is a world asset at UNESCO and as such must reach the height of other countries. We have set a target of having 110 people employed and we have thought that this foundation would contribute grants to support local employees," the minister stated.
According to the minister, there is $2.1 mln in the park's chest, while the entire business plan includes 7.1 mln. The $5 ml difference will be made available by the foundation. "The fund only goes to cultural heritage programmes. The money that will be added will go to The Butrint's castle. Approximately $1 million will go towards the archaeological part," the minister said.
The statement is half-true and half-truths, as Prime Minister Edi Rama often says when referring to news from the media, are more harmful than lies. Why is it half true?
Voxnews.al has provided part of the business plan. It says the total investment is estimated at about $7.5 mln, where most of the money will go towards setting up new facilities for visitors and staff, i.e. restaurants, bars and other accommodation units. For this part, 60 percent of the funds are determined, or about $4 mln.
For the rest, therefore, the scientific and heritage conservation part is defined 3.5 mln dollars, of which 2.1 owns the Park of Butrint.
"The project as a whole generates annual operating sufici in Year 3 and Sufic accumulated in Year 7 where it operates with a profit of approximately USD 1.5 million in the following year", is further written into the business plan. The plan envisions investments of USD 7.1 million, of which USD 4.99 million will invest the Fund while 2.1 million will invest the government with taxpayers' money. The business plan envisions the addition of employees to the archaeological park from 14 who are currently up to 110 people.
The agreement also provides that the foundation's board of directors, a five-man institution, will not receive salaries, but they will be covered by expenses for themselves and an aid staff of five at a total cost of $140,000 a year.
Put simply, the five board members and their five assistants will be paid an average of $14,000 a year, at a time when the average annual salary in Albania is less than $7,000.
