The Tower of Shefqes Kastrati, as it is known as the 'popular' in the initial 37-story project, was conceived as Tirana's tallest building. To make this record safe, he thought during construction, where three more were added from 37 floors.

The moment this decision was adopted, the tower had been erected up to its 37th floor. Its original project was quietly and secretly approved by the National Territory Council on 14 April 2017, while its accurate data was not made public by any state authority.

The company and implementer of the Downtown Albania project thought of the publication itself. On its official website, from the start of work in late 2018 and later in 2019 the company still has in its description the initial project, forgetting to add the 3 extra floors that were made by KKT decision in June last year.
