A demolition action in Cape Rodoni, announced as routine by Prime Minister Edi Rama two days ago, carries a highly suspicious history, with numerous implications for senior state officials.

This entire story involves individuals with criminal records, who collaborate with officials from local or even central government, to extort a huge amount of state wealth.

Two days ago, Prime Minister Edi Rama published on social networks the action of the National Inspectorate of Territorial Protection. "The demolition of illegal buildings, which has begun everywhere, is not an action, but a process that will not only not stop until this phenomenon is eliminated, but will also be accompanied in the coming days by a new package of measures to increase the striking force of the law on the culprits and responsible persons at various levels, including the 'infiltrators' in the inspectorates, the police, and so on," Rama wrote on the Internet.

He said that the images he published are from the operation launched at Cape Rodoni, Durrës Municipality, where another natural wonder has been abused for profit through illegal construction.

But who started the destruction of this natural wonder?! Of course, construction without any permits or criteria. According to images published by Prime Minister Edi Rama, the demolitions took place in the territory administered by "Resort Arbeni" in the area of ??Cape Rodoni, Ishëm Administrative Unit, Durrës.

The plot that this resort operates is in the village of Shetaj, adjacent to the territory administered by the Franciscan Monastery and bordered by the Adriatic Sea on the south side. The resort's activities include a restaurant, a bar-cafe, wild flora breeding and the practice of recreational activities for tourism. There are also holiday homes, a campsite and a hotel.

But, was there a permit for a holiday home and a hotel? According to the verifications carried out by VoxNews, the Territorial Development Agency has not issued any permits in that territory. There is no permit for a hotel or a holiday home. Therefore, the action to demolish the unauthorized constructions by IKMT continued.

According to the Central Bank, the owners are Vath, Xhaferr and Selimi Alla. Romeo Çuli also has shares. The company's founding act states that the company's duration of activity is 30 years.

In 2019, the German newspaper BILD published the wiretaps of file 339. Episode 6 featured conversations between Astrit Avdylaj, sentenced to 12 years in prison for drug trafficking, and the former mayor of Durrës, Vangjush Dako.

"In this wiretap, Astrit Avdylaj calls Dako. From the conversation it appears that Astrit Avdylaj is at the Real Estate Registration Office in Durres, in the presence of the office director and Vath Alla, a former convicted murderer, to 'finish' a job on Alla's behalf," the wiretap states.

Avdylaj asks Dako to cancel his plans to travel to Ishem, to ensure that the work Alla is looking for is completed at the Mortgage office by the director. He calls Alla and then Dako to meet.

According to documents available to VoxNews, a few months after this meeting, a document was produced by the Municipality of Durrës. It is learned that "Resort Arbeni" has a lease contract with number 16717 prot, dated 20.09.2017, signed with the Municipality of Durrës.

Dako has leased the property with no. 45, ZK.3365. “With the additional contract with number 19439, dated 10.11.2017, connected with the Municipality of Durrës, the right to cross the main road to enter the leased property has been granted. With decision no. 759 dated 27.12.2017 of the Municipality of Durrës, the declaration made for the performance of works consisting of maintenance works of the road and drainage channels has been approved,” it is stated in the documents available to our editorial office.

It is learned that the object of the contract is the lease of forest area with shrub composition, forest plots with no. 1/a, 2/a Rrotull forest economy, with an area of ??1,407 ha and unproductive area, forest plots with no. 1/c, 2/c with an area of ??0.283 ha. A total of 1,069 ha property of the Durrës municipality, with limitations to the west by the Adriatic Sea coastline "the document states.

So, a huge property was "produced" after a very suspicious meeting between Dako and Alla. And with a very powerful intermediary like Avdylaj.
