The battle within the majority for the 10 million euro tender had its next series in August 2025. With some sudden decisions, away from prying eyes since it is mid-August and the administration is on vacation, the Public Procurement Commission initially accepted a complaint from the company that offered the least. Which meant that the winner of the tender should have been the one that offered a full 1.2 million euros less.

But, since the "government" of the judiciary could have given the floor to people close to the majority, the High Judicial Council did not even consider this decision. It even rushed to issue another winner announcement, re-declaring the same firms, the brother of former minister Damian Gjiknuri, and Ermal Beqiri, a person who has been on a rapid rise in recent years in similar tenders, as winners.

This tender has passed through several institutions, after the initial announcement of the winner in April 2025. Initially, the parties complained to the APP, then to the KPP, while one party has also gone to court. Meanwhile, a few days ago, according to documents available to VoxNews, the Public Procurement Commission has accepted the complaint of the company "Advanced Business Solution".

"At the end of the analysis of the relevant facts, the Commission concludes that the documentation submitted by the association of complaining economic operators in the procurement procedure meets the requirements of the contracting authority and is considered valid for the stage in which the procurement procedure is at," states the decision of the PPC dated August 1, 2025, which VoxNews investigated. 

A very lucrative tender and procured by an institution of particular importance, such as the High Judicial Council. The company in question was "Advanced Business Solution", considered a company close to Prime Minister Rama.

However, this company, although it was offered 818 million lek, was not declared the winner, compared to the offer of 924 million lek from BOE “Kreatx” and “Soft and Solution”. The latter is owned by businessman Ermal Beqiri, while “Kreatx” is partially owned by Panajot Gjiknuri, the brother of former minister Damian Gjiknuri.

The PPC's decision was issued in early August 2025, while the High Judicial Council re-announced the same winners on August 20, 2025, despite having a higher bid.

A courageous decision by the Supreme Court, which ignores every decision-making of other institutions. A frightening arrogance, because even if the case goes to court, the Supreme Court is still privileged. Doesn't it control the courts?

What judge would make a decision against his own "government"? Moreover, judges are appointed by the Council itself throughout the country.
