A story that should be investigated, at least by law enforcement bodies, as the facts are evident; A firm does works before it gets a permit! And where, in one of the most favorite places for builders, in Farka Lake. VoxNews' denunciation a few days ago shed light on many things, where the 17 30-storey buildings had begun to be built before permission was obtained from the government.
The facts are evident, where two "shadow" builders, Bardhus Bushaj and Erion Gina, the owners with letters of the firm "Lion Construction", have been used by other VIP people, who have managed to lobby up to the government for the multi-storey buildings. But, the scandal seems even deeper in addition to the works before the permit; Who owns the land in that area?!
Once, the area was green and part of Farka Lake. This is where the long ordeal begins, as people who have power and influence in that area have started the "operation" to appropriate it. The palaces will be built in the eastern part of Farka Lake, in a steep area with numerous streams, which supplied the Lake. Meanwhile, as our editorial office denounced, the area has begun to be flattened in December 2024 and January 2025.

But, who did those works?!
VoxNews has learned that the firm that carried out those works is "Al Point" shpk, owned by Aleksandër Vasili, a native of Përmet, but who began to receive tenders, permission from the KKT, at the moment he became a son-in-law in the Qefalia family. He is the husband of the daughter of Kujtim Qefalia, the former mayor of Dajt Municipality and then became the Administrator of the Dajt Unit. Kujtim is the brother of the deputy of the Socialist Party, Xhemal Qefalia.
We wrote these lines above not in vain, but there are great doubts that the father-in-law and brother-in-law "helped" Vasili to carry out those works. The two Qefalinjs have a lot of influence in the Dajti area, which they led and one of them is a representative in the Albanian Parliament. Meanwhile, surprisingly, the area that Vasili has carried out works is in the administration and territory of the Dajt Administrative Unit.

Did Vasili have permission to square the entire area before permission was given by the KKT?!
VoxNews has learned that, after Aleksandër Vasili's illegal works to level the entire area collapsed a road owned by the Albanian Road Authority, another suspicious document was given by the Dajt Administrative Unit. In fact, the Administrative Units no longer even issue construction permits, but only fencing and without concrete and heavy machinery works.
Should it be a coincidence that the document is provided by the Dajt Administrative Unit?! Where Vasili's father-in-law has his "headquarters" and "area", despite the fact that Kujtim Qefalia has left the role of Administrator and already enjoys several huge businesses in the Dajti area.
The suspicions are great that Dhjus Bushaj and Erion Gina have an agreement with the Qefalinjs for the property where they will build the 17 buildings of 30 floors, but also a super complex near it.
If there is nothing to do with the complex, why did Kujtim Qefalia "negotiate" with the residents who complained about the works in January 2025? How was all that property part of Farka Lake benefited? Could it not be that the connections of the Qefalinj family with the government have brought the benefit of a huge state property?
Undoubtedly, the facts are evident and an investigation is enough to clarify them. To do works without issuing permits, to demolish the road and not to be investigated, to take a super state property and not to get a "thorn in your foot", obviously you have to have connections up to the central government. Obviously, the Përmetar Aleksandër Vasili did not have them, but the people he worked for, the father-in-law, the brother-in-law and the VIPs after Dhjus and Erion, have strong ties.


These connections have rewarded Vasili with some permits from the National Council of the Territory itself. In order not to appear on the scene, the son-in-law of the Qefalinjs has benefited on July 31, 2024 from the KKT "development permit for the 'Sun Moon Star' facility, located in the Municipality of Tirana, with the developer company 'Al Point'". It is about a super tower near the center of Tirana.
But, permission for Vasili was also given on March 26, 2025. It is about the construction permit for the "Fruit Depo Building" facility, located in the Municipality of
Tirana. The same firm has also won several tenders from the Municipality of Tirana, in cooperation with other companies worth millions of euros. Meanwhile, Aleksandër Vasili has previously been prosecuted for illegal construction in the Farka area, but who then threw peace at him!

VoxNews browsed the balance sheets of the Al Point company, 100% owned by Aleksandar Vasili. "Today, on June 26, 2025, the meeting of the sole partner for the approval of the financial statements (balance sheet) for the period January 1, 2024 to December 31, 2024 was held at the company's premises. Approval of the financial result, the profit of 6,197,115 ALL. The profit of the 2024 financial year will go as a capital increase," the document states.
So, to win tenders worth millions of euros, to do the works as a subcontractor, or to get permission from the KKT for towers and come out with a profit of 62 thousand euros? With this value in Tirana, no janitor in the suburbs can get. Isn't the Al Point firm just a cover for VIPs or other businessmen?!
