One of the most discussed concessions of the two governments, granted by "Berisha" and strongly supported by "Rama", in all four mandates, is that of scanning. But, during this time, the very object for which the scanning was granted has flourished: smuggling and drug trafficking!

During the 12 years that the concession has been in force and with a contract with the government, drugs have flooded into border crossing points, be they land, water or air. Only a few packages have been seized, while indications are that dozens of tons have crossed the territory of the Republic of Albania by any means possible, from air, land or even water!

Meanwhile, smuggling has also flourished from all sides, with several customs officers and those from the central apparatus being charged. However, not a single hair has been touched by the concessionaire, despite the fact that he bears equal responsibility.

But, in this whole situation, what are the firms that manage the scanning doing?! VoxNews has learned that the firms or even the shareholders are making all sorts of maneuvers to transfer millions of euros in profits abroad. They operate with two balance sheets, while it is suspected that fictitious purchases and sales have been made, or that the quotas of collateral firms are being set and removed.

It's all a scheme to get this money out of the country, while during this time, although the companies are profitable, no dividends are distributed. The reason?! Of course, to avoid paying additional taxes, where this money is reinvested with justifications "for work".

VoxNews has reviewed official documents of the company "S2 Albania", which in recent years has significantly increased its profits. The same company has made tens of millions of euros, while its partner company "ICMS" also enters the "game", which for its part is once again making balance sheets with profits of millions of euros.

So, to put it simply; the concessionaire firm “S2 Albania” comes out with an annual profit of 1.5 million euros. The firm that has half of the shares comes out with a profit of 1.5 million euros again. There are suspicions that the money from the concessionaire firm is transferred to the partner, in a very suspicious way! At the head of the scheme is businessman Olti Peçini, who is the 100% owner of the “ICMS” firm and owns 49% of the shares in the concession.
There are even strong suspicions that maneuvers were made with this concession at the beginning, where years ago the “parent” firm from America gave him half of the shares for a few cents. So, a firm with revenues of tens of millions of euros, where it is learned that revenues by the end of the concession will go up to 200 million euros, is being sold for 5 euros?!

Dhe, me vetëm këtë investim, firma “ICMS” del me fitime prej miliona eurosh vit pas viti. Peçini arrin që të fusë në këtë kompani nga 3 deri në 4 milionë euro në vit nga koncesioni me punë dhe shërbime të kryera në pikat e kalimit kufitar, apo atje ku janë vendosur pajisjet, kamionët e skanimit.

Sipas dokumenteve që ka hulumtuar VoxNews, në vitin 2022 ICMS doli me një fitim prej 1.7 milionë euro. Pak e shumë e njëjta shumë edhe në vitin 2023. Ndërkohë, në datën 20 qershor 2025 janë publikuar bilancet e kësaj firme për vitin 2024.

Në këtë vit, firma ICMS që ka 49 % të koncesionit të skanimit, me pronar 100 % Olti Peçini, ka dalë me një fitim prej 149 milionë lekë, ose 1.5 milionë euro. “Shoqëria nuk do të shpërndajë dividendë” thuhet në dokumente, një veprim për të mos paguar asnjë kacidhe më pas shtetit.

Firma që zotëron gjysmën e koncesionit ka qenë “peng” në një bankë të nivelit të dytë. Disa muaj më parë, në Qendrën Kombëtare të Biznesit është depozituar një deklaratë noteriale nga përfaqësuesit e Bankës Kombëtare Tregtare, në të cilën deklarohet se heqin dorë nga pengu i 49 % i kuotave të shoqërisë ICMS me qëllime që pengdhënësit të kryejnë veprimet e nevojshme për zhbllokimin e kuotave.

“Lirohet nga çdo detyrim si barrëdhënës kundrejt bankës në zbatim të marrëveshjes siguruese të datës 7 dhjetor 2013. Koment ishte ‘shoqëria ICMS sh.p.k nuk do të shesë kuotat që ajo zotëron tek shoqëria koncesionare ‘S2 Albania’ sh.p.k, pa miratim nga Banka Kombëtare Tregtare” shkruhet në atë dokument.

Nga një lexim i këtij vendimi me të drejtë lindin disa pyetje; Përse mori kredi dhe vendosi kuotat peng në BKT, kur 49 % e aksioneve i bleu për më pak se 5 euro? Mori kredi vetëm 5 euro?! Dhe këto kuotat i la peng?

Por, ndërkohë lindin të tjera pyetje pas heqjes së pengut. Në dokument shkruhej se “BKT do të pyetej nëse ICMS do t’i shitej ‘S2 Albania”. Tashmë që janë hequr, a do të shitet kjo firmë? Ose më saktë, çfarë veprimesh do të kryejnë personat dhe a është një skemë e mirëfilltë pastrimi?

Veprime tepër kontradiktore, me një nga shërbimet që cënon edhe sigurinë kombëtare. Por, nëse vetë firmat nuk janë të besueshme, bilance të dyshimta, veprime në bankë, a mos jemi në fazën që i gjithë koncesioni ka qenë dështim?

VoxNews ka shfletuar edhe deklaratën noteriale, ku Ndue Maluta, drejtor i Grupit të Menaxhimit të Riskut në BKT dhe Luigj Gjonaj, drejtor i BKT-së, kanë dhënë në favor të ICMS.

“Aksionari i vetëm shoqërisë ‘ICMS’ z.Olti Peçini ka vendosur peng 49% të kuotave dhe të gjitha të drejtat dhe pretendimet lidhur me to, në favor të përfituesit në dhjetor 2013. BKT heq dorë nga pengu i 49% të kuotave e të shoqërisë ICMS shpk me qëllim që pengdhënësi të kryejë veprimet e nevojshme për zhbllokimin e kuotave pranë Qendrës Kombetare të Biznesit (QKB)” thuhet në këtë deklaratë.

The actions of the companies managing the concession look like a Swiss watch. On the one hand, the ICMS company comes out with a profit of 1.5 million euros, while the main company "S2 ALBANIA" also comes out with a profit of 1.5 million euros.

"The partners of the company approve the company's financial statements for 2023, which result in a net profit of 152,901,516 lekë," this document states. But, again, they do not state where this money will end up. Has it been distributed or will it be reinvested in companies that perform work?!
