The fruitless actions to free up public spaces seem to be just for propaganda. In some cases, the demolitions have been selective, favoring the “strong” and those with strong connections in the government or even in local government. Dozens of other cases have been reported in which the directors of public institutions themselves, or their relatives who received bonuses, were not demolished, “surviving” this wave as well.
Meanwhile, there have been actions almost throughout the country, where on the one hand wooden and metal structures are being demolished, and on the other hand decisions are being made to massively concretize large areas.
Several additions to the Paris Commune have been demolished, but permission has been granted to level the olive hills. Several small buildings in Sauk have been demolished, while permission has been granted for multi-story buildings on Lake Farka.
There have also been actions on the coast, initially in Dhërmi, where several wooden structures have been destroyed. On the other hand, massive permits have been issued for the deforestation of all shrub and wooded areas, whether private or state-owned.
There have been mass actions and permits everywhere, while some directors in the Municipality of Pogradec, who also own businesses, have escaped the action. Strong ties with other institutions, whether central or local, have led to the demolitions being selective.

On the one hand, demolitions and on the other, permits. As is the case of the Tushemisht area in Pogradec, a strictly prohibited area. Initially, the controversial businessman Fatmir Bektashi will erect dozens of buildings, while in that area construction is also taking place inside Lake Pogradec!
According to documents available to VoxNews, last year the National Council of Territory and Water, namely the chairman Edi Rama and the minister of "small points" Mirela Kumbaro, granted permission for a small "point" inside Lake Pogradec. This is decision number 19, dated July 19, 2024, with the object of "conditional approval of the construction permit for the facility 'hotel structure, reconstruction and 1 additional floor of the existing 4-storey building and 5-storey side extension', located in Tushemisht, Pogradec Municipality, with the developer company 'Jovani 2007'".

The Tushemisht area is protected twice, once by the Lake and the other time by the source in Tushemisht, where there is also a river. But this has not prevented the KKT from granting permission for an additional floor inside the lake. According to documents available to VoxNews, it turns out that the construction footprint also affects the water area of the Lake, near a pedestrian walkway built by the Albanian Development Fund.
In the KKT letters it is written that "the facility is located in the tourist village of Tushemisht in Pogradec, positioned about 350 m north of the village center with an entrance position from the South-East. The facility is located between the line of Lake Ohrid and the national road Pogradec - Tushemisht". So, it is written quite clearly that it is located on the "line of the Lake ...".

The council writes that the project will be developed on the property of "Jovani-2007", with investor Pandeli Llakmani. "In terms of history, Hotel 'Millennium' dates back to being built as a residential house in 1967. It was then converted into a hotel facility in 1991. Since then, there have been 2 phases of construction and reconstruction in 2001-2003 and 2012-2015. The existing state of the facility consists of 2 buildings that stand next to each other. The building on the east is a 4-story hotel and the building on the west is a 3-story villa," the documents state.
It is learned that, in the new project, the facilities will be unified into a single one with a hotel function. :The total plot has an area of 710m², of which 640 m² will be occupied by the structure. In the west, it borders the river at property no. 244 and in the east with the beach at property no. 16/2. The facility is distanced about 20 m from the beginning of the Lake and offers a space dedicated to vacationers in between. The positioning of the facility creates a distance with the existing facilities in the west separated by the presence of the river, while on the eastern side there is a sandy surface dedicated to a public beach "the document continues.
Maybe they were wrong when they wrote 20 meters from the Lake. The map shows that the construction will be on the border of the Lake. Maybe they wrote that the beach is 20 meters away, not the construction!

The accompanying documents state that the project will serve as a 5-story hotel. "Floor 0 will accommodate functions such as reception, restaurant & spa, along with their complementary facilities such as kitchen, massage room, indoor pool, storage, toilets, etc. The other 4 floors will serve as hotel accommodation rooms of various typologies upon request," the document continues.
