Ardit Demiri, the General Director of the Albanian Post, has finalized the internet tender in recent days, under strong suspicions that everything was predetermined in favor of former MP Koço Kokëdhima. According to documents available to VoxNews, in order to go to Kokëdhima's offer, Arditi of the Post has disqualified the two firms that offered the lowest.

This is another dubious tender by the General Directorate of the Post Office, as the same institution has previously been accused of many problems with the awarding of tenders. Several directors have even been dismissed, under strong suspicion that they were doing the work and then the firm that did the work was declared the winner.

But there have also been abuses with employment or secret agreements with private post offices, which, in the absence of competition from the state-owned one, benefited from lucrative contracts.

According to documents researched by VoxNews, in recent days Arditi has announced the winner of the tender "Internet-intranet purchase, framework agreement with an economic operator where all conditions are defined for a period of 4 years". It is learned that the limit fund of the procedure was 119,990,720 lek excluding VAT.

"One Albania" participated in the tender with a value of 71,995,200 lek, "Albanian Fiber" with a value of 119 million lek, "MC NETWORKING" with a value of 83 million. "Vodafone Albania" also made a bid for 119 million lek.

Meanwhile, the winning firm's bid, "Abissnet," was 93 million lek. As the documents show, "One Albania" and "MC NETWORKING" offered less, but were later disqualified.

In the same document, the Albanian Post writes that the offer of the company "One Albania" with a bid of 71 million lek has been disqualified, as it cannot provide protection from DDoS attacks.

The offer of the company "MC NETWORKING" worth 83 million lek was also disqualified because it is not licensed for underground network services.

But, the other two bids that were in the competition and offered more than the winner, have also been disqualified. The suspicions are that the entire procedure was predetermined, since disqualifying 4 out of 5 firms in the competition means that there is a backstage. Moreover, the beneficiary is a former member of the Albanian Parliament.
