A tender worth about 2.3 million euros has caused a strong clash between the two firms, with mutual accusations against each other. On the one hand, the firm "Kristalina" and on the other hand, the firm "Adel Co", which have clashed "horns" not only in the procedure of the General Directorate of Archives, but have filed reports and lawsuits against each other.
The tender is also being investigated by the Special Anti-Corruption Prosecutor's Office, after one of the firms filed a criminal complaint. But there are also decisions of the Public Procurement Agency, or even the Public Procurement Commission, with decisions contrary to each other. If one (APP) awards the tender to the firm "Kristalina", the other (KPP) gives it to the firm "Adel Co".
A story with many unknowns, even more so the decision-making of these institutions deserve a more in-depth investigation.

According to the documents available to VoxNews, on August 14, 2025, at the height of the vacation days of state offices and under a scorching heat, the Public Procurement Agency issued another decision on the much-talked about tender.
The decision was taken by the Legal and Procedural Monitoring Directorate in the APP, as it writes that with the decision number 51, dated July 11, 2025, the exclusion for 12 months of the firm "Adel Co" from the right to win public contracts, for "misinformation for qualification purposes, in procurement procedures" was established.
"Against this decision, 'Adel Co' has addressed the Administrative Court of First Instance of Tirana, requesting it to take the measure of securing the lawsuit, as well as to suspend the effects of the decision of the APP number 51. The Administrative Court, with the decision dated August 11, 2025, has decided to accept the request for securing the lawsuit, as well as to suspend the implementation of the decision of the APP, until the final resolution of the case" it is stated in this document.
According to the APP, court decisions to secure the lawsuit are executive titles and are executed. "The APP has continued to proceed with the removal of the name of this economic operator from the list of economic operators excluded from the right to win public contracts. This decision remains in force until a final decision is made," the document further reads.

VoxNews browsed the APP's document dated July 11, 2025, where it is noted that the firm "Adel Co" was excluded 1 year after an administrative investigation for misinformation for qualification purposes in the procurement procedure "purchase of boxes and files for permanent storage for central and regional authorities and contracting entities". The value of the tender was 227,210,2025 ALL excluding VAT, developed through the framework agreement by the General Directorate of Archives on August 14, 2023.
This tender suffered a long ordeal, as in the APP the procedure was won by the firm "Kristalina" with an offer of 1.7 million euros. Meanwhile, the firm "Adel Co" appealed this decision to the Public Procurement Commission, despite the fact that its value was about 2 million euros. The KPP gave him the right and declared the firm "Adel Co" the winner.
It does not end here, as the firm "Kristalina" appeals the decision of the KPC to the court, where the Administrative Court of Appeals, with a final decision, ordered the Public Procurement Commission to change the decision and declare the firm "Kristalina" the winner. The KPP, as it has become customary during the time it was led by Jonaid Myzyri, did not implement the court's decision, but again excluded the "Kristalina" firm from this procedure, as this firm has also filed a criminal complaint with SPAK, but so far there is no public announcement about the progress of this investigation.
In conclusion, to this day, the General Directorate of Archives does not have the files in its hands. Even more so with the latest decision, where after the expulsion, comes the removal of this measure as if nothing had happened.
