In March 2024, the government created the National Agency for Waste Economy, which it subordinated to the Ministry of Tourism and Environment. An agency that "sprouted" after the failure of waste policies throughout the country, especially of the incinerators in Tirana, Elbasan and Fier.

The role of this agency is to coordinate institutions, central and local, with international partners, investors and stakeholders for the implementation of the management. It should also be taken to favor recycling and waste recovery.

In short, it is preparing projects for the waste to be taken by the private sector and in return they will be reimbursed. An indirect concession mode, where there are always huge costs in the state budget and in the environment where these countries are located.

One of the biggest problems of Fier has been waste. They were deposited in a very populated area and in a huge neighborhood at the entrance to the city, in Sheq. Everyone who passed by on the street felt the smell very heavy, while there was no shortage of fires.

Afterwards, the garbage was moved to the village of Verri, in Myzeqe of Fier, where local residents welcomed them with protests. An incinerator was built there, where the prosecutors have been in the process of investigation and trial in SPAK and in the Special Court. Several officials have been charged.

And, in all this situation, the "rescue" will come from the National Economic Waste Agency?! This Agency, according to the documents available to VoxNews, has opened a tender with the object of "project design". It is about a "project for the design of investments in the Fier Waste Area". There is no more data about this tender, except for the limit fund of 77,723,561 ALL.

So an amount of 800 thousand euros will be used for design! What should the private firm or company that wins this tender do? Should he do a garbage project? What about the millions that have been poured so far, where have they gone?

At the same time as the tender in Fier, the same Agency has also opened the project for the "design of investments in the waste area in Elbasan". Again a problem carried with garbage, where the incinerator and the landfill do not work. Tons of garbage end up in the Shkumbin River, where from time to time, the waste field catches fire. The value of the tender in Elbasan reaches the figure of 80,487,832 ALL.

For both procedures, the state gives an amount of more than 1.6 million euros just to design them. But if it creates an Agency that will fix the early waste problems, why doesn't the state itself do these projects? Our officials are so incompetent that after failing once, two or three times for waste, they still make tenders and give money.

It seems that the story of the remains will never end in Albania, reminding us of the scenes in the Italian country in the 90s. The mafia got its hands in Italy, while in Albania the state has put its "hands" deep.
