Ilir Beqaj has long been under investigation for the sterilization concession and since mid-November of last year, the Special Anti-corruption Court has placed a security measure against him, requiring him to appear every Friday at 3:30 p.m.

However, the in-depth financial investigation against the former minister, which followed the decision to search his apartment, did not start only for the sterilization concession, but also under suspicions of abuses with the funds of the State Agency for Strategic Programming and Aid Coordination, which Beqaj led it from its establishment in 2021 until he resigned after being notified of the mandatory submission measure.

In order to launch an in-depth financial investigation for Ilir Beqaj, his family members and close associates, Voxneës.al learns that there was a direct and persistent intervention by the head of the Special Prosecutor's Office, Altin Dumani.

The latter did not entrust the financial investigation fascicle to the prosecutor Edvin Kondilli, who has the sterilization file in hand, but entrusted it to the Special Prosecutor, Dorina Bejko. This move by Duman indirectly symbolically expresses a possible dissatisfaction of the head of SPAK regarding the quality of Kondilli's investigations in the case of the sterilization file.

At the request of the prosecutor Bejko, the Special Court has approved the decision to allow personal and place checks for some officials of the State Agency for Strategic Programming and Aid Coordination (SASPAC). In the same way, checks were also carried out in the premises and offices of some pharmaceutical companies and restaurants, which are suspected to be related to the former Minister of Health.

The company "Albanian Food and Hospitality Lab", whose trade name is the restaurant "Gzona" in the Castle of Tirana, is also involved in the suspected corrupt scheme. Earlier, his wife Adriana Beqaj was a shareholder in this business.

The company was founded on January 23, 2019, with half of the shares in the name of citizen Arti Malaj and the other half in the name of Ilir Beqaj's wife, Adriana Beqaj. Through two suspicious transactions, Adriana Beqaj transfers all her shares to citizen Arti Malaj. Less than two months after its establishment, on March 1, 2019, it passed 35 percent of the shares and a year later, on March 3, 2020, the remaining 15 percent of them.

On September 13, 2022, Arti Malay transfers all shares to citizen Eduard Curraj, while the company's historical extract also shows the movement of administrators. However, SPAK says that it has proven that all movements in the company's shares and administration are fictitious, since de facto it has been controlled from the beginning by Ilir Beqaj through other persons such as Ermal Kurtulaj and Gazmend Prenga. Even, for many lunches and dinners with foreign delegations, the agency led by Ilir Beqaj made several payments in this restaurant.

From SPAK interceptions, it appears that the de facto administrator of the "Gzona" restaurant was precisely Ermal Kurtulaj, Ilir Beqaj's subordinate at the Agency. SPAK caught Ilir Beqaj communicating with his realtor Ermal Kurtulaj through the phone of the citizen, Arben Dani, who is the former minister's driver.

In the framework of this investigation, the Agents of the National Bureau of Investigation and Judicial Police Officers have checked the offices and have received hundreds of documents for various procedures of the agency headed by Beqaj, have interrogated several employees and have seized mobile phones and computers different.
