Competition Authority: Allajbeu has created an oligopoly with the American Hospital, has absorbed most of the public funds!

The hemodialysis market is dominated by an oligopoly between two companies, the Competition Authority said, concluding investigations into hospital services in September 2021. 

In the response to Top Channel, the Competition Authority has assessed that in Albania this service is offered in the dominant part of the market by only two hospitals, " Spitali Amerikan " and " Hygeia ", both owned by "Balkan Alliance Healthcare", a company with headquarters in the Netherlands represented by Klodian Allajbeu.

In this way, competition and fair prices in this market do not exist, while public funds fatten the two private hospitals.

In the conditions when the capacities in public hospitals are occupied, FSDKSH allocates the dialysis service to private hospitals. But in 90% of cases, only the American Hospital and Hygeia receive services.

How does this happen?

According to a report of KLSH, in September 2023, it is observed that 61.8% of dialysis services are performed in private hospitals. Of the 8 private hospitals that FSDKSH has a contract with, 7 of them are part of the American Hospital and Hygeia.

Meanwhile, 32.7% of other dialysis services are provided by the concessionaire "DiaVita", whose shares were owned by the American Hospital.

This is also confirmed in another CA investigation dated October 4, 2018, where it is expressly stated that "for the dialysis concession, the American Hospital is the largest beneficiary of budget funds for this service and through the company DiaVita LLC, which owns 15% of the shares from American Hospital.”

From 2018, state institutions did not reflect to bring fair competition to the market. What changed was only the ownership of the concession company " Diavita ".

The American hospital gave up its shares and they were transferred to the Swedish company "Diaverum International AB".

An investigative documentary by "Inside Story" revealed that Klodian Shehi, the administrator of this company, is the brother-in-law of Klodian Allajbeu, representative of the company that owns the American Hospital and Hygeia.

But, nothing ends here. KLSH emphasizes in its report that it made in the institution of FSKDSH in September 2023, it evidences that the concessionaire of the dialysis service "Diavita" is paid by the state for invoiced services and not for those performed.

Under these conditions, it has caused a damage to the budget of 955 thousand euros in just one year, for services that it has not performed.

FSDKSH has been asked to set up a working group, to negotiate with the concessionaire, to be paid only for the services rendered, but no action has been taken by the state institution.

In 2022, FSDKSH spent almost 30 million euros on financing hospital services. The amount has increased by 40% since 2016, while the biggest beneficiaries have been precisely the oligopoly created by the companies " Diaverum International " and "Balkan Alliance Healthcare" owned by Klodian Allajbeu./ Tch
