On April 26, 2016, Gazeta Shëndet Plus publishes an investigation (https://shendeti.com.al/skandali-miliona-euro-per-dializen-pacientet -with-bread-and-potatoes-and-carcafe-with-yourself/ ) where, with photos and testimonies, hemodialysis patients complained about the conditions of the laundry and food at the American Hospital, from August of this year owned 100 percent by Klodjan Allajbeu, and since that time owns the vast majority of the provision of this service by private individuals, but which is paid from the state budget, as part of the concession granted.

The investigation was followed by a defamation lawsuit filed by the American Hospital against the newspaper in question, where Klodjan Allajbeu poked out his eyes in an attempt to raise eyebrows. The judicial process that took place showed the way the health oligarch works in Albania.

The legal battle revealed that before going to court, Klodjan Allajbeu tried to buy off the authors of the investigation. As a BIRN investigation shows in 2017, (https://www.reporter.al/2017/06/21/padia-kunder-shendet-plus-spitali-amerikan- he-offered-advertisement-to-the-newspaper-against-leaving-comfort/) Oriela Kosho, at that time the marketing director in Klodjan Allajbeu's blood-drinking business, admitted that in exchange for the removal/deletion of the investigation, she had offered journalists a series of sponsored articles.

In these writings, of course, a different reality would be presented for the services of the American Hospital than their real cost and quality. Like this investigation, others followed, showing the great fraud in the American healthcare system of Klodjan Allajbeu, which is actually American only in terms of prices. In terms of service, media and citizens' denunciations have often proven that it is even worse than public hospitals.

But, the more the investigations denouncing Klodjan Allajbeu's abuses with the health and life of Albanians increased, the more the latter extended his tentacles in the system through the purchase of competition in the market, such as Hygeia Hospital and the establishment of satellite hospitals and companies, which aim the main thing they had and have is maintaining the monopoly of Klodjan Allajbeu in health.

How did this happen? First, through the salty invoices with which Alljabeu charges the Albanians even through the provision of basic services. Then, using this income to buy media, institutions and politicians.

The media buying scheme is the same; through advertising, sponsored articles. However, this scheme has not worked in all cases and not in all media. For those who do not obey the power of Klodjan Allajbeu's money, the latter activates the media bought with fictitious sponsorships, mercenary journalists bought with the money stolen from the citizens.

If you see the broad panorama of the media and journalists bought by Klodjan Allajbeu, their other commonality is that they have defended Arben Ahmatej with the same zeal, today wanted by SPAK for massive corruption in the incinerators file.

Corruption, evasion, market monopoly and money laundering

The most flagrant case that is suspected of the level of Klodjan Allajbeu's corruption is a report of the Competition Authority, where the data is hidden to cover the capture of the hospital market by the octopus of monopolies.

With a decision dated September 23, 2021, the Competition Authority, which removed the 5 million euro fine from the flour cartel, decided to close the investigation into the hospital service market in Albania. In addition to the closure of the investigation without punitive measures, the percentage in figures covered by the American Hospital of the "octopus" Klodian Allajbeu in this market, was surprisingly censored, being replaced by "XX%".

The data provided by the Competition Authority, the data of the private health sector, crossed with the financial balances of Klodjan Allajbeu's companies, show that the latter owns 85 percent of the private health market. For 2021, American Hospital and its subsidiary International Hospital report a turnover of more than 100 million euros.

Suspicions of fiscal evasion are related to the income that Klodjan Allajbeu has declared over the years to the Tax Directorate. Allajbeu's fraud goes as far as he has declared a loss of 200 thousand euros from hospitals even in 2020, the year of the pandemic when Albanians flocked to hospitals for anti-covid tests, which Allajbeu himself offered for 100 to 150 euros, price 7 up to 15 times more expensive than the same service offered by the state.

Regarding money laundering, what raises doubts is a transaction in the summer of this year, when Klodjan Allajbeu decided to buy for 24 million euros 86 percent of the shares of the company Balkan Alliance Healthcare B.V., registered in the Netherlands and which has owned American Hospital.

So, Klodjan Allajbeu bought from Klodjan Allajbeu for 24 million euros a business that, according to the tax declarations, results in a loss. In fact, this transaction is very similar to the scheme used by Francesco Becchetti to cheat the laws, avoid VAT, commit tax evasion and launder money. For this scheme, Francesco Becchetti was sentenced by Albanian justice to 17 years in prison, but for Klodjan Allajbeu, when will SPAK act...at least investigate?
