The company Alko Impex, the Albanian branch owned by Arben Abazi, is currently leading the competition to build the towers on the site of the “Asllan Rusi” Sports Palace. According to a document researched by VoxNews, the Albanian Investment Corporation has released the list of companies that participated in the competition, with the first place being held by a consortium of several companies led by Alko.

More than the meritocracy of owner Arbër Abazi, the Corporation's scoring may be a payback for former MP Sadri Abazi. But there are suspicions that the government is also giving a major project to the Ademi family's partner in Kosovo, which has recently been involved in the Vlora Airport share scandal.

The company Alko Impex, the branch in Albania, is a company related to another parent company in Kosovo with the same name, owned by Imer Ademi. The latter's son, Valon Ademi, is the owner of the company 2A Group, which was a builder and shareholder in the Vlora Airport.

But since 2013, when Arbër Abazi took over the shares from Tabir Hysa, the Ademi family has had the former MP's nephew as a trusted person. They have even "given his name" to the firm, while also appointing Arbër as the company's administrator in Albania.

Coincidentally or not, Alko Impex rose in the hierarchy of construction firms after the Socialist Party came to power in 2013. His uncle, Sadri Abazi, has been a member of parliament in several legislatures, while the Alko firm received millions of euros from construction tenders.

Time has passed and Arbër Abazi, with strong political connections but also from the Ademi family in Kosovo, continues to win tenders. Most recently, he was ranked first to receive a large plot of land in one of the most desirable areas of Tirana.

According to documents available to VoxNews, the Albanian Investment Corporation has issued the investment scorecard for the "renovation of the 'Asllan Rusi' Hand-held Gaming Palace, Tirana".

“The preliminary architectural design ideas submitted by all applicants in the first phase of the procedure were evaluated and ranked according to the following list,” the document states. The first company on the list is “Alko Impex Construction”, which is the leader in a consortium of other operators such as “Kengo Kuma & Associates + Seiichi Saito + Buro Happold + Ida Vako + Dhimiter Papa + Ergys Krisiko”.

The second listed firm is “Trema Tech”, to follow with the third one which was listed by a BOE headed by the firm “BAMI Holding”. The list continues with “BE-IS” in 4th place and behind it are two firms with the same score “PROGEEN” and “TABI Construction”.

The sixth is the project of firms led by "Ales Construction", the 7th is BOE led by "2T", the eighth is "Atelier Alter Architects PLLC" and the ninth is "Artan Dumi PF", etc.

"According to the established procedure, the applicants ranked in the top 5 places in the evaluation process of preliminary architectural project ideas, according to the above ranking, qualify to continue the second phase of the competitive procedure," the Corporation writes.

And, after the appeal deadlines have passed, the Corporation will send qualified candidates the invitation for proposal, which contains the instructions for candidates to follow the procedure in the second phase.

In the accompanying documents, the Albanian Investment Corporation aims to revitalize the “Asllan Rusi” Sports Palace. The competition area is within the outlined area and includes the current sports building, but also the public parking lot in the front and the parking lot that served for buses in the back.

According to the document, around the competition area, there are several other territories that are planned to be redeveloped with mixed functions and undergo an urban improvement process.

“The arena shall have a certified capacity of 6,000 spectators. The estimated total gross construction area is approximately 13,500 m² above ground, excluding external spaces such as parking lots and plazas,” the Corporation says. The project envisages a mixed-use, multi-functional tower development with a total construction area of ??approximately 26,500 m², excluding parking.
