National security is one of the few areas where the President of the Republic has a power, if not extended, at least a protagonist together with other institutions such as the Assembly and the Government.

However, President Bajram Begaj has turned the Presidency from an institution where other law-enforcement bodies, including the State Information Service, must report and inform about national security issues, into an annex of this service.

Sources of Vox News inform that since a month the computer network of the Presidency, which was among the few where Iranian hackers have not entered, is in the hands of the State Intelligence Service.

The reason why the security codes have been passed from the staff of the Presidency to that of the Intelligence Service is said to be to provide better protection for this system against possible hacker attacks.

This is the reason given by the novice staff that Bajram Begaj took with him to the Presidency from the Ministry of Defense. However, Vox News sources claim that the truth is not related to security, but to 'finding and identifying through this system the internal enemies of President Begaj'.

This may sound like a somewhat normal internal war that Bajram Begaj has opened in the Presidency to then implement his vision at the head of the state. In fact, this is a scandal and the most serious in the multitude of scandals that the Begays have broken within a few months in this institution.

Practically, by handing over the information system of the Presidency in the hands of the State Information Service, Bajram Begaj has handed over the Presidency in the hands of Edi Rama. The question that will be answered is whether this handover was done out of incompetence, or is it the last service he does to the Prime Minister by handing over the keys to the Presidency.

Legally, the State Intelligence Service is obliged by law to inform the President on any matter affecting the national security of the country. But, after receiving this system, SHISH is actually the President himself.

As to who is in charge of SHISH, the government's decision at the end of August and the statement made by the Minister of the Interior, Bledi Çuçi, show it more clearly.

"Filling of a vacancy left hostage for a long time due to the contradictions and the conflict between the president's institution and SHISH, a vacancy that was filled today", Çuçi said.
