If the tourist port of Durrës is the biggest corrupt affair, as the opposition accuses and as a good part of Albanians are suspecting, its cooking kitchen is in the Ministry of Infrastructure and the head chef is the minister Belinda Balluku.

However, not a single member of the opposition dared to mention his name from the floor of the Assembly, nor to point a finger at him, despite the fact that with the signature of Belinda Balluk, he accuses that 1 million square meters of land with a value of at least 3 billion euros.

Not only that, but the opposition MPs didn't even dare to denounce that the bill submitted and introduced with an accelerated procedure in the Assembly was missing its most important part, the essence of the whole affair; the agreement signed with the Ministry of Finance.

Why did the opposition not mention Belinda Balluku in her accusations? The answer was probably given by Enkelejd Alibeaj. The leader of the parliamentary group of the Democratic Party said that he knew that it was a staggering figure that would shut up many mouths.

With his mouth closed, he said that he would be in the ranks of the socialist deputies, in the ranks of the opposition and in the media. However, he himself failed to pronounce in the speech, or point the finger at Minister Balluku, as the head of the project that the opposition accuses as corrupt.

Doubts about this are strong, since the investor will be exempt from all taxes for an investment costing 2 billion euros in a forgiven state plot, which is estimated at 3 billion euros.

If the suspicions turn out to be true, then what Belinda Balluku called the biggest project in the country that puts Durrës on the world elite tourism map, automatically turns into the biggest corruption affair, not only in Albania, but probably in the entire Mediterranean.

According to the signed contract, the Government will be actively involved in the project, but without funding. The money will all belong to the private company. But what is the condition that the company has accepted these terms? Brisida Shehaj says that the company is being given land without benefiting from anything in return, and apart from that, the company is exempt from the infrastructure impact tax and 3 percent of social housing, which at the cost of 2 billion euros, which is said to be the value of the investment. taxes goes up to 70 to 100 million euros.

Another point that raises doubts is what decides the government to undertake the expropriations and cover their costs. Why is this point needed, at a time when the entire project is located on public land?

Brisida Shehaj says the answer may be the plan to expand the project with construction on surrounding properties owned by individuals or other private companies. She calls this a mega-affair that everyone is keeping quiet about.
