If you analyse Prime Minister Edi Rama's entire rhetoric after 2013, initially for closure and then for opening betting and betting online, you realize that not only is it not coherent, but leaves the way that after every decision made there are close interests.
In 2013, when he had just taken power, Prime Minister Edi Rama shared another thought from today about online betting.
"There will be no more in Albania, online bets that are placed to seek fate...," he declared.
Two years later, online bets were not only not closed, but a new company, called 'BastArena', entered the market. The latter spread rapidly in the market, as much as there was talk of a state favoration of it and rumors that after the company, which managers had Turks, actually stood the brother of the Prime Minister, Olsi Rama.
The online betting business flourished and other companies were activated, all in black, for which there were accusations that it was behind organised crime. However, 'BastArena' spread the word that it would ensure online betting monopoly in the country and that their physical points would be closed.
In October 2018, Rama passed a new law to tax gambling, including bets. The law significantly eased the tax burden on companies, especially fortune games and casinos. The law was returned by the Presidency. Rama changed his approach and this time proposed banning them.
"We are now giving answers with the final ban on gambling and the following we will give many more successive answers, as they do not have in their worst dream", he declared at the plenary session where the illegal extraction of betting gambling was adopted.
Surprisingly, if all other companies started closing points attracting material bases they had distributed throughout the country's territory, 'BastArena' distributed advertisements and flyers through bus stations, claiming that after January 1, 2019, it would be the only company to offer online bets in the country.
The original goal, even of the Government at the time (as Voxneës.al learns) was. But things changed on the way, and bastArena's blocking was lifted. Regarding this change in approach, the Government did not say any convincing explanation. But there were rumors that elements of organised crime were introduced into the game, which exerted pressure and also sought its share in online betting.
In this situation, Rama imposed their total deadlock on the hope that outside this market millions of euros a year would also leave organised crime. But what happened and that time proved was the opposite. Online betting flourished in black and moreover, what was launched as a monopoly granted by the state ironically turned into a monopoly on organised crime.
The battle of police and law enforcement bodies for blocking them was a war with windmills. Tonin Vocaj, who Bledi Chuci introduced this Wednesday as interim director of the State Police, said in total about 6,000 online pages have been blocked to prevent online betting.
Gjergj Ruli, former athlete and former coach of Edi Rama, reinforced the belief that all have played bets in these four years. "Let's not be hypocrites come out now and say open up. If you open a man of the earth to become sport, don't go to dirty hands and get killed for not bringing the money. Let's open up and the state has money and the police don't stay to catch people," he told Rama at the organized online betting hearing.
The figure given by Vocaj and Ruli's statement indirectly confirms the massive spread of the phenomenon, which although illegal never closed, but rather in black benefited even more after being exempt from taxes.
It's unclear what convinced Eddie Drama to change his mind nine years from 2013 and four years from 2018, but he announced the opening of online betting.
"The only consideration we are making is consideration for online sports betting", he said, pledging that physical halls where 'parasitics' are collected will not be allowed, as he called them. The question is how will the ban on the collection of 'parasites' be enforced in a local, or environment to watch matches (as is the case), at a time the state was unable to implement the total closure of bets?
The other side of this decision, but which is more in the context of a rumour, is what it says that 'Edi Rama opened the bets online after recent developments in the world of organised crime', implying here the disappearance (or perhaps murder) of Ervis Martinaj.
