Himara, who does not find peace even when the nationalist tones begin to withdraw and life must return to normality.

When citizens need to receive services, but when politics seems to have stuck in a strong rhetoric with itself, but where on the other hand it continues to produce corrupt leaders and parallel instability, in one of the hottest areas of Albania.

With an elected president like Alfred Beleri in prison, convicted of election crime, or a former mayor, Jorgo Goro today under investigation and arrested by order of SPAK as a suspect for involvement in a property alienation scheme on the much-coveted coast .

After, in cooperation with his subordinates and Cadastre officials, he had enabled through forged documents the transfer of significant areas of state land in Himare, in favor of a company owned by Artan Gaçi, the husband of the socialist deputy Olta Xhaçka, former minister of .

The same one that had also won the status of strategic investor granted by the Rama government.

But as if these two names of mayors were not enough, who, as in no other similar case, in a way opened the political grave for each other, one supported by the socialist majority that lost the elections in Himare and that sought revenge by imprisoning election crime of Beler, and the latter from the cell denounced his rival Goro for falsification of property documents, a similar case seems to already be happening with those who are the commanding mayors of Himara Municipality.

Who basically should have been the most honest, most unblemished people to run the affairs of this municipality until a new mayor was elected, but in fact that has not turned out to be the case at all.

Apparently the habit of getting their hands on Himara's properties is a disease that afflicts almost every politician in this area of ??Albania known for its enviable coastline.

Where it has often been talked about numerous alienations of property, where politicians in Tirana are also involved.

Who, using their decision-making position, were able to extend their hands to this part of the Albanian Riviera as well.

Something that has also been seen in the merger of the Cadastre of this city, where its leaders have often been involved in this affair.

Arqile Bollano dyshohet se ka përfituar në mënyrë të paligjshme sipërfaqe të mëdha toke në bregdet.

Por si i përfitoi Bollano, mijëra metra katrorë tokë në Himarë?

Sipas të dhënave, dosja ndaj Arqile Bollanos në dyshimet se ka përfituar padrejtësisht pronë u trasferua nga prokuroria e Vlorës në SPAK një muaj përpara se ai të mandatohej për të qenë kryetar i komanduar i Himarës.

Dosja Hetimore:

“Prokuroria e Posaçme kundër Korrupsionit dhe Krimit të Organizuar, mbi bazën e akteve të dërguar për kompetencë nga Prokuroria e Vlorës ka regjistruar procedimin penal nr. 127, të vitit 2024, për veprat penale ‘Falsifikimi i dokumenteve’ dhe ‘Shpërdorimi i detyrës’.

Hetimet zbuluan se një sërë procedurash për dhënien e tokës familjeve bujqësore nga Bashkia Himarë janë kryer në shkelje të ligjit dhe një prej familjeve përfituese ishte ajo e Arqile Bollanos”.

Por si mundi familja Bollano, në këtë rast e kryetarit aktual të komanduar të Bashkisë Himarë, të shtinte në dorë këtë sipërfaqe të madhe toke?

Cila ishte procedura që u ndoq dhe a ushtroi kjo familje pushtetin e saj politik, për të përfituar këtë pronë me vlerë qindra mijë euro?

Pse Prokuroria e Vlorës e mbajti kaq gjatë në sirtar këtë dosje dhe nuk e çoi për gjykim eksponentin e lartë politik të maxhorancës në Himarë.

A ishte ky një shpërblim që Bollano mori për kontributin e tij në punët e partisë?

Sipas dosjes hetimore gjithçka e ka zanafillën në vitin 2015.

Në kohën kur në bregdetin e Himarës nis procedura për plotësimin me tokë, të familjeve që në vitin 1992, nga ndarja që iu bë këtë kohë sipas ligjit 7501 të tokave bujqësore, rezulton se kishin marrë tokë më pak se çfarë u takonte.

Ky mesa duket ishte edhe momenti i përfitimit nga famulja Bollano por edhe shumë të tjera, të cilat nëpërmjet kësaj procedure, përfitojnë mijëra metra katorë në mënyrë abuzive.

Dosja Hetimore:

“Si rezultat i veprimeve të Bashkisë Himarë, shtetasi Arqile Bollano ka përfituar sipas Aktit të Marrjes së Tokës në Pronësi, datë 25 Gusht 2016, një sipërfaqe toke prej 4 263 m2. Kjo sipërfaqe toke është përfituar në mënyrë të paligjshme pasi hetimi ka provuar se shtetasi Arqile Bollano është trajtuar me tokë bujqësore bazuar në Ligjin ‘Për Tokën’ sipas AMTP, datë 8 Mars 1996, me sipërfaqe totale 7 700 m2”.

E gjithë kjo procedurë e cila më pas përfundoi në një aferë korruptive, u krye në sytë e Këshillit Bashkiak të Himarës, që në vitin 2015 drejtohej nga Jorgo Goro.

Këshill Bashkiak që pasi shqyrtonte kërkesat e familjeve që pretendonin se në vitin 1992 kishin marrë më pak tokë bujqësore se çduhej, vendoste edhe se kush do të ishin përfituesit.

Në këtë rast edhe familja Bollano, pavarësisht se nga hetimet del se kjo tokë nuk i takonte aspak.

Por mesa duket duke shfrytëzuar afrimitetin me Partinë Socialiste që jo vetëm ishte në pushtet, por drejtonte edhe Bashkinë Himarë si dhe Këshillin Bashkiak, mundi ta kishte më të lehtë për ta shtënë në dorë këtë sipërfaqe toke.

“Pas kryerjes së veprimeve hetimore dhe analizës së provave të grumbulluara deri në këtë fazë të hetimit është krijuar dyshimi i arsyeshëm se shtetasi Jorgo Goro  në cilësinë e Kryetarit të Bashkisë Himarë, gjatë procesit të trajtimit të kërkesës së paraqitur nga shtetasi Arqile Bollano dhe më tej pajisjen e këtij shtetasi me aktin e marrjes së tokës në pronësi, ka kryer veprime/mosveprime në kundërshtim ligjin ‘Për Shqyrtimin e Vlefshmërisë Ligjore të Krijimit të Titujve të Pronësisë mbi Tokën Bujqësore’, i ndryshuar, si dhe VKM ‘Për Përcaktimin e Procedurave të Plotësimit të Akteve të Marrjes së Tokës Bujqësore në Pronësi për Familjet Bujqësore në Fshatra e Ish-Kooperativave Bujqësore’, duke konsumuar në këtë mënyrë elementët e veprës penale ‘Shpërdorimi i detyrës’”.

Për këto arsye, ndaj Jorgo Goros krahas masës së parë të sigurisë për rastin e tjetërsimit të pronës së përfituar nga ish-deputeti socialist Artan Gaçi me kërkesë të SPAK u caktua nga gjykata një mase e re sigurie ‘arrest me burg’.

SPAK ndërkohë po heton për të identifikuar përgjegjësinë e personave të tjerë të përfshirë në skemën e tjetërsimit të pronave, përfshirë dhe përfituesin e pronës Arqile Bollano.

Por siç e thamë Bollano nuk është as i pari dhe as i fundit nga zyrtarët lokalë në Himarë të lidhur me Partinë Socialiste, që dyshohet se ka përfituar në mënyrë të padrejtë pronë në bregdet.

Në një nga zonat më të përfolura për falsifikim të dokumenteve të pronësisë.

Jorgo Goro, i cili drejtoi për tre mandate Bashkinë Himarë dhe pretendoi edhe një të katërt përballë Fredi Belerit në zgjedhjet e vitit 2023, është një tjetër kryebashkiak që ndodhet nën masën e arresti me burg.

Ai dyshohet se në bashkëpunim me vartës dhe zyrtarë të Kadastrës, nëpërmjet dokumenteve të falsifikuara, ka kryer tjetërsimin e sipërfaqeve të konsiderueshme të tokave shtet në Himarë

Kjo në favor të personave të lidhur me pushtetin, siç është edhe përfitimi nga shoqëria në pronësi të Artan Gaçit, bashkëshortit aktual të deputetes socialiste Olta Xhaçka.

Të cilit, iu sekuestruan nga Prokuroria e Posaçme kundër Korrupsionit dhe Krimit të Organizuar, 5 512 m2 truall, në zonën e lakmuar bregdetare të fshatit Gjilek në Dhërmi.

Sekuestro preventive e cila u vendos pas dyshimeve të krijuara nga SPAK, për falsifikim të akteve të marrjes në pronësi të kësaj parcele toke.

Ku i pari që trokiti në dyert e Prokurorisë së Vlorës, në vitin 2021, ishte Mihallaq Bonjaku, i cili pretendonte se i ishte vjedhur prona.

Ose më saktë një pjesë e pronës mbi të cilën Artan Gaçi, ishte shpallur ‘investitor strategjik’ dhe kishte nisur ndërtimin e një resorti luksoz.

Mihallaq Bonjaku, Maj 2021:

"Regarding the method of obtaining ownership as well as the title of ownership of the citizen Foto Mëhilli, my claim is that the deed of taking ownership of the land with no. 9677, which refers to an area of ??5,512 m2 belonging to the Mëhilli family, is falsified.

From the comparison of the documentation of the list of beneficiaries of agricultural land in the village of Gjilek, Dhërmi, the citizen Foto Mëhilli has benefited from owned land with a total area of ??1200 m2, which moreover has a different location to what he claims today.

For this reason, I have filed, among other things, the survey plan document, drafted in February 2019".

But while Mihallaq Bonjaku seems to have lost hope in justice, from inside the cell where he was detained by order of SPAK for electoral crime, the elected mayor of Himara, Fredi Beleri, accused the businessman Artan Gaçi, his wife Olta Xhaçka and the mayor in charge of the Municipality of Himara, Jorgo Goro.

SPAK, after the arrest of Goro and the signing of the measures for several other officials, announced that it had seized the other area of ??5080 square meters of land, on which Artan Gaçi is developing the strategic investment.

SPAK:

"There are doubts that the persons under investigation have carried out with concrete actions the actual displacement on the ground of an area of ??agricultural land of 5,080 m2, superimposing it on another property owned by the state.

The citizens under investigation have exceeded all powers that the law recognizes, stating the existence of an overlap of immovable assets on the ground and then confirming a settlement plan, which does not correspond to the actual circumstances on the ground.

This layout plan has served not only for the subsequent transactions between different entities but also for the development of the property, including the equipment with a construction permit for a tourist complex in the name of a commercial company, which will be built on this land area, but also over that of 5,512 m2 previously seized by the Special Prosecutor's Office.

The entire area of ??agricultural land of 10,592 m2, which has been subjected to preventive seizure procedures in two stages, is in fact owned by the state and turns out to have been alienated and then developed by a private entity".

So, including Fredi Beleri, convicted for electoral crime and the other two leaders of the Municipality, in this case Goro detained and Bollano under investigation, both for the alienation of properties on the coast, Himara in these two years has produced more handcuffs than service for citizens.

As much as politics itself here in Tirana finds it difficult to find a proper leader, immaculate in such jobs, for Himara, which even without this corruption is hot enough as an area.

But it seems that even politics itself is interested in such characters, to have it easy to get its dirty hands in this area, which is an enviable asset for anyone.
