An individual has experienced a strange metamorphosis in a short time; in December 2025, he found himself behind bars, accused of the death of a worker, while in April of this year, fate smiled on him with a super permit. This is Avni Mekshin, owner of several construction companies, who from his prison cell managed to obtain a permit with the signature of Prime Minister Edi Rama to build a 16-story tower, 14 above ground and 2 underground.

Normally, at the time of signing the permit, Mekshi should have been under investigation or trial for a criminal offense, but this did not prevent him from quickly completing the paperwork for the tower on the territory of Unit Number 7 in Tirana. It seems that, from the construction site in Paskuqan, Mekshi came to Tirana, while among the builders he was known as Çim Beshir's "friend".

In December 2025, according to successive denunciations by the Vox News editorial staff, Mekshi was arrested on several criminal charges, while he was working at the construction site of Shkëlqim Beshir's firm. At that time, the police and other law enforcement agencies protected Beshir's son, filing charges only against Mekshi, as time passed and the name of the detainee appeared on the next warrant.

According to documents available to Vox News, the National Council of Territory and Water has issued a permit for the construction of a "residential and service building with 14 floors above ground, with 2 floors underground" located on "Javer Malo" Street, Tirana Municipality, with the developer being the company "No - Ma Construction" sh.pk. It is learned that the owner of 100% of the shares of this company is precisely Mr. Avni Mekshi.

The documents state that the permit was issued on April 7, 2026, by the KKTU, and bears the signature of the Minister of Infrastructure and Energy, Enea Karakaçi. It is not known whether these officials have verified the background of the company owner, but the fact that they signed it with "closed eyes" means that they have not.

We now expect that Mekshi or the other managers of the firm will not make the same mistake, with fatal consequences, as last time. Whether he was a frontman or a cover for other people, this remains to be verified by law enforcement institutions, but the fact that he has gone from prison to freedom means that influential people, whether in business or in state administration, are behind him.

Vox News has been following the case of the loss of life of electrician Hail Picari in December 2025, as it was suspected that the worker fell from the eighth floor of the building and died on the spot.

"The event was initially attempted to be kept out of public attention, but after VoxNews reported, the State Police reacted by announcing the arrest of the administrator of the subcontracting firm 'Al Great' sh.pk, Avni Mekshi, for violating safety and protection rules at work," our editorial team would denounce.

It is learned that the police at that time kept the name of the construction company, which was "Fare Bau Albania", with administrator Fabio Beshiri, the son of Shkëlqim (Çim) Beshiri. The case seems to have been closed by law enforcement institutions, as we now read Mekshi's name on the construction permit.

In the documents of this new permit, it turns out that the construction site is located on "Javer Malo" street, 2.3 km from the city center. "The area around the site is characterized by individual housing after the '90s and new multi-storey buildings under construction," the documents state. The building that will be built is a full 16 floors.
