A few months ago, an operation by the Elbasan police arrested several employees and declared their owners wanted because they had been poisoning the city of Elbasan for a long time, by burning waste on the territory of the former Metalurgjiku. In the official announcement, the police said that they had declared Agron Shapllon and Serafin Orgocka wanted, who are the owners of the GSA company, which is divided into Ferrokrom, electricity, etc.
As with other files in this small country of ours, this operation faded over time, despite footage released by the State Police themselves, who caught the employees red-handed, filming and observing them for several days in a row, burning waste. The smoke was reaching Elbasan, Cërrik and even Peqin.
The surprise lasted for several days and weeks, as over time, Shapllo and Orgocka not only went unpunished, but they continued to be "rewarded" by the state itself, with uncompetitive and predetermined tenders. They even managed to receive the entire limit fund, despite the fact that there should have been security measures against them or the GSA firm.


According to documents researched by Vox News, the GSA duo, Orgocka and Shapllo, who are currently ranked as the 10 richest people in Albania, have won the next tender, as in previous years, where they have "competed" with themselves, while suspicions are that the procedure was predetermined. The object of the procedure is "purchase of meters, including necessary accessories", with a duration of 150 days from the conclusion of the contract and with a fund of 395 million lek excluding VAT, or about 4.1 million euros.
"Through this form, we inform you that only the company 'GSA' participated in this procedure with a bid of 391,549,100 lek excluding VAT," the documents state. If we do a simple calculation, it turns out that they have received a full 98.97% of the limit fund, leaving only 4 million new lek.
In a very large procedure, only one firm competes, which receives almost the entire limit fund, while other firms have not even dared to enter this competition, since the previous procedures were given to this firm, excluding everyone. The suspicions are that the papers were copied in such a way that the GSA would win this amount, eliminating the competition. The technical specifications and requirements are completely adapted to this firm, which manages to receive every penny for years, while surprisingly, to date, no institution has even taken the trouble to verify it, let alone investigate it.


A year ago, Vox News would denounce that for many years, the GSA firm has received almost all the meter tenders, worth more than 10 million euros. As the years pass, OSHEE itself has increased the value of the tender, as in 2026 it made it a full 4 million euros.
"The institutions that produce, transmit and trade electricity have been 'queued' by the two oligarchs Agron Shapllo and Serafin Orgocka. In an open conflict of interest, the GSA firm deals with the trading of electricity, where after buying it from regional operators, it then sells it to KESH. But, even when there is 'surplus' in production in Albania, it plays the role of an intermediary. The same firm, GSA, also deals with the electricity metering control system in the OST, or even with the installation of electricity meters in apartments. It has easily won tenders announced by OSSH, OSHEE and OST, which are state-owned companies. It has won all the tenders without competition and with strong pre-determined suspicions ," was the denunciation of Vox News.
Specifications such as “similar work” or “certified” materials have disqualified all other firms that only play the role of observers in these tenders. It seems that the directors of the institutions that produce, transmit and trade energy adapt the documents as Shapllo and Orgocka want. GSA is ranked as the largest company that buys energy from KESH and then sells it to OSHEE. But, it sells and does business with OSHEE for electricity meters. The same firm even supervises the process. If a private firm does all this, what are the state offices for? Or to make documents and distribute money according to their interests.
This is a pure scheme, where GSA is just filling its coffers, ranking its two owners among the 10 richest in Albania. In 2024, OSSH has awarded another lucrative tender to this firm. The procedure with the object of “purchase of new connection meters, liquidation of anomalies, verifications of metering systems upon customer request and/or OSSH plans, in the metering system, including the necessary accessories” was easily won by Shapllo and Orgocka.
The tender value was 274 million lekë, while this money was given for only 90 days (3 months). "We announce that the following bidder has participated in this procedure; the company 'GSA', with a value of 270 million lekë," the documents state. GSA lowered its bid by only 40 thousand euros, while pocketing a full 2.7 million euros.
Again, there were no competitors?! The reason? “Similar works” and “certifications” of equipment. But, if you are going to give this company millions of euros year after year, why include the condition of similar works. In this way, you reduce competition and exclude foreign companies.
Meanwhile, in 2023, the GSA firm easily won a tender from the Durrës DSO. The object of the procedure was “purchase of meters and accessories for the metering system” worth 195 million lek. GSA offered 191 million lek. Another firm, “EV Engineering”, participated only formally after not making any bids. A “game” that has been followed in the past where envelopes were opened only if there was more than 1 firm in the competition.
Vox News also reviewed the 2022 tenders, where GSA has again been significantly favored by OSSH. The suspicions are that the two oligarchs have made a short circuit to the top of the government, while the favors are in several years.
