At a time when public attention was focused on the protests in Tirana and Zvërnec , important property and business movements were taking place in several state offices around the mega-tourism project.

Documents obtained by VoxNews show that on May 7, 2026, just 26 days before SPAK took action by seizing accounts worth around $200 million related to the project, a transfer of ownership was completed through an agreement registered in offshore jurisdictions.

The quota sale contract, obtained by VoxNews , sheds light on a series of intertwined corporate structures that have changed ownership in the wake of investigative developments.

The seller is “Universal Properties Projects BV”, the Dutch shell company managed by the shadowy director duo, Russian Nikita Vinogradov and Bulgarian Zoya Gyurova.

The document raises questions about the timing of the transaction and how ownership relationships were organized around the billion-dollar project linked to international investors, including Jared Kushner and capital from Qatar.

The contract is named after the buyer's representative, Mehmet Fatih Even. The move confirms the transfer of control from European covert structures directly to Middle Eastern investors, the Al-Khayyat brothers.

The total sale price of the company holding the development permit for the luxury resort is only 306,000  euros.

We recall that the coast of Zvërnec and Pishe Poros, one of the most preserved areas of the Albanian coastline on the Adriatic, has for years become an object of interest for investors and major tourism developers.

With wide sandy beaches, natural landscapes and rich biodiversity, the area is considered one of the country's most valuable environmental assets.

Its legal protection status has not diminished this interest. Known as a Protected Landscape, the area includes sensitive ecosystems and important habitats for migratory birds, including flamingos.

Within it are three natural monuments: the Limopuo lagoon, the Monastery island , and the rare sand dunes that serve as a nesting site for sea turtles .

But in parallel with the natural values, a silent competition for control of the lands on this coastline has been taking place for years.

Documents and ownership data show that significant areas of land, from the Triport area to near the mouth of the Vjosa, have gradually been concentrated in the hands of well-known businessmen and investors.

In many cases, these properties have been purchased by entities or individuals with disputed ownership titles or involved in lengthy legal proceedings, raising questions about how the ownership map was constructed in one of the most coveted areas of the Albanian coast.
