One of the most discussed projects of recent months is undoubtedly the "Smart City", where the Albanian state will spend a full 140 million euros to install several cameras on streets and squares to identify violations or problematic citizens, local or foreign. The financing was made by a fund from the United Arab Emirates, while the government very quickly opened a state-owned company, registered it with the Central Bank, then set salaries and began recruiting employees.

But, it seems that in this small country of ours, money is never enough, even when it comes to the fact that the entire project has cost a mountain of money, thrown away without a procurement procedure, but only through negotiations. Some ministers did not prefer to sign the documents, but it took the intervention of the prime minister to find some paths and force some deputy ministers to finalize this initiative, not at all ordinary and with extremely inflated costs.

With great speed, several ministries have acted by issuing legal and sub-legal acts, ratifying agreements or drafting documents at the Central Bank, while the latest initiative is finding a firm that will oversee the project. Of course, this firm must be trustworthy, do what they are told and offer assistance or be willing to sign documents.

The editorial staff of Vox News has researched documents from the Public Procurement Agency, which has published in the register of forecasts the holding of a rapid tender. It is learned that the object of the procurement procedure is "supervision of the camera system project under the administration of the Smart City State Police", while the contracting authority is the Centralized Purchasing Operator.

The limit fund of this procedure is a full 49,501,930 lekë, that is, more than half a million euros. The tender comes after the government itself and several institutions have officially started the movements to put the “Smart City” project into operation. The government issued an announcement a few months ago that the project leaders and managers will be paid 170 thousand lekë per month, while coordinators and technical employees will receive 141 thousand lekë per month.

The Albanian state is currently building the structure that will administer the giant network of cameras and artificial intelligence systems under the administration of the State Police. The first phase includes the placement of about 5 thousand intelligent cameras on main roads and near 20 schools, while the project envisages the expansion of the network to all major cities of the country. The project started with a value of 60 million euros, but later the value went up to a full 140 million euros.
