In a press conference, Prime Minister Edi Rama declared that the National Agency for the Information Society (AKSHI) will now function separately from a new public structure, called " Albanian Digital Solutions ", which according to him will be 100% state-owned.
"AKSHI is no longer alone, it will function separately with a new public company 'Albanian Digital Solutions' which will be 100% state-owned", said Rama.
This development comes at a time when the AKSHI is at the center of investigations and accusations of corruption and suspected criminal activities, investigations that have affected the institution's leadership chain.
In this context, the Prime Minister warned that the agency " will no longer be left alone . "
" Albanian Digital Solutions " was established about a month ago at the meeting of the Council of Ministers on April 14, 2026, with a government-approved fund of 700 million lek (about 7 million euros), which will serve as initial capital.
According to the decision, this fund is financed by the approved budget for NAKSHI for 2026, while the latter is its sole shareholder.
The scope of the new agency includes the development, operation and technical maintenance of state digital systems and services, while its administrator is Saimir Kapllani.
This structure is based on the law "On Electronic Governance", which, in addition to regulating the legal framework for the creation and administration of information systems in Albania, also defines the National Agency for Information Security as the central authority responsible for the coordination and security of state digital systems.
Legal changes have also opened the possibility for NAKSHI to create or participate in special technological companies, which function as ICT operators for the technical implementation of digital projects.
In this context, "Albanian Digital Solution" serves as an operational structure, taking over the development and maintenance of systems, while it seems that the role of the National Agency for the Protection of the Arts and Culture is channeled into a strategic and supervisory role.
During the conference, Rama said that the aim of the new structure is to become a leading actor in the technology market and in the process of the state's digital transformation.
"This agency should become a leading force in the technology market, while simultaneously being the force that pushes the agenda of a country that is transforming and that, thanks to technology, aims to make great strides," he declared.
As the Prime Minister entrusts the new agency with the ambition to accelerate digitalization standards and rapprochement with the European Union, his statements bring back to mind previous positions in defense of the AKSHI.
Just a few days after the Prosecution's investigations raised suspicions that the institution had turned into an organized scheme of favoritism and abuse of public tenders, Rama described AKSHI as a "pride" institution.
"Resignation for what, for AKSHI? AKSHI is an institution of pride for us, so that we can be clear together. Pride, not to lower our heads, but to be proud," was his statement.
Currently, SPAK has placed under seizure around 40 million euros of assets linked to NAKSHI officials and businessmen who, according to investigations, benefited from most of the institution's tenders.
The investigation has revealed that the suspected citizens, acting within a structured criminal group, manipulated the tendering procedures to favor certain companies, by setting illegal criteria and forcing other companies to withdraw from appeals that could change the ranking of the winners.
Meanwhile, critics interpret the transfer of part of the responsibilities of the National Anti-Corruption Agency to the new structure as a silent distancing of the prime minister from the institution, following the recent developments in the SPAK investigations.
