A VoxNews editorial team has received a complaint about the General Customs , raising doubts about the way in which competitions are being conducted through the Department of Public Administration (DAP).
According to the complainant, in some advertisements, people previously involved in scandals, administrative investigations or smuggling-related issues are found qualified, while experienced employees are disqualified for minimal formal reasons.
The employee, who has been serving in the customs administration for 12 years, accuses that competition processes are losing credibility and turning into closed procedures, where certain people are favored and where meritocracy is seriously questioned.
Some competitions result in only 1 or 2 qualified candidates .
This, according to her, raises strong suspicions that the criteria may have been designed selectively, limiting real competition and favoring pre-determined names.
"In practice, very narrow criteria or formal disqualifications can significantly limit the number of candidates, raising questions about the true openness of competitions and the implementation of the principle of meritocracy," the complaint states.

Advertisement 7587 – Shift Manager in the Value Sector at the Center
According to the complainant, Donald Dikollari and Flobenc Guxho appear as qualified candidates in this advertisement .

It is mentioned that Donald Dikollari was suspended for ethical violations and subjected to an administrative investigation.

While Flobenc Guxho n is alleged to have been involved in cases related to abuse of office and suspicions of smuggling goods.

According to the complaint, Theodhor Naçi , mentioned in media reports regarding the " Rinas Express " operation for goods smuggling, is qualified for this advertisement .

Advertisement 7608 – Specialist in the Customs Procedures Sector
Merilda Veliu has qualified for this announcement , for which the complainant raises doubts about the conflict of interest and the lack of transparency regarding the verification of the figure, citing family ties with the former director of the State Police, Ardi Veliu .

According to the complaint, customs administration employees with years of experience are often disqualified for minor formal deficiencies in documentation, while in other cases, candidacies of persons with previous administrative or investigative problems are accepted.
"This creates a strong sense of injustice and lack of equality in competition," the whistleblower writes.
The complainant demands full transparency on the procedures followed, the publication of the real evaluation criteria and an independent investigation into the way in which competitions are being conducted in the customs administration.
