While the company "AlbaScan" has been seized by SPAK since April 22, 2026 and one of its owners, Elisjon Jorgji, has been placed under investigation, this has not had any impact on continuing to win other tenders in the Public Administration.
Although in a state of seizure by SPAK, the company " AlbaScan " on April 30, 2026, was announced the winner of a tender with a limit fund of more than 1.4 million euros, where the goal is "Installation of the electronic E-Gate system for the Border Crossing Point at the Port of Durrës and the Port of Saranda."
The tender results from being opened by the Centralized Purchasing Operator in February 2026. Several companies participated in this procedure, including "Communication Progress" of Gentian Likaj, "PC Store", "In Continu ET Services Sas", "Infosoft Systems", "TCN" of Adrian Shehu, "Novus", " AlbaScan ", "Image & Communications Development", "Dermalog Identification Systems" and others.

The winner was announced as the Union of Economic Operators, a consortium of two companies, "AlbaScan" of Elision and Elton Jorgji, which in this participation format (BOE) owns 65 percent of the tender, and "Image & Communications Development" of Igli Gjelishti, which owns 35 percent of the tender.
These two companies have been announced as winners by the Centralized Purchasing Operator, submitting an economic offer of 1 million euros for the purpose of providing this service in the two Albanian Ports, Durrës and Saranda.
While bidders such as "Infosoft Systems", "Novus", "PC Store", "TCN" and others were disqualified from participating. This is the first tender that "AlbaScan" wins even though the company and its accounts have been placed under seizure by SPAK, for the investigative issue of the predetermination of public tenders that were conducted by AKSHI.
The company "AlbaScan" is a company that has also won tenders in SPAK worth 1 billion lek. Meanwhile, it will now implement another project with Igli Gjelishti, that of building electronic gates at the port terminals of Durres and Saranda.
According to the tender documents, the overall objective of this project is the design, development and implementation of the electronic "Border Controller" system, which will enable the automated verification of travelers at 2 port border points of the Republic of Albania, the Port of Durrës and the Port of Saranda, with the possibility of expansion in the future to other maritime or land border points.
The documents state that the system will be built on modern technology and secure architecture, using intelligent devices for document reading, real-time image capture, and biometric validation.
This project aims to ensure increased border security, facilitate crossing procedures and increase operational efficiency, while guaranteeing the integrity, confidentiality and availability of personal data, in accordance with international border security and data protection standards.
