The Transmission System Operator, one of the most profitable state-owned joint-stock companies, has once again been caught with flagrant violations in the tendering process, a long-standing problem that continues to plague the state budget coffers. Although Elisian Bici has been appointed as the head of the OST for more than 16 months, replacing Skerdi Drenova, numerous irregularities have again been found in several procedures, confirming that indeed "the fish rots from the head", but this fish has "infected" the entire OST staff.
It seems that the changes in the dome have not brought the right expectations, at least in the paperwork, since not everyone had expectations that things would be fixed, given that the OST has staggering salaries, staff treatments, bonuses or additional salaries. Since this Operator is a link between the production and sale of electricity, the balance sheets always come out with profits, it receives money from both KESH and OSHEE, giving it a luxury in making tenders.
The data obtained by Vox News sheds light on abuses by the current director Elisian Bici in making tenders, not in one procedure, but in several, raising doubts that everything that is done in the OST is in flagrant violation of the law. However, it seems that the OST has a strong shield in the Ministry of Infrastructure, since all the big directors in that department have at least a little bit of a finger or a hand in the funds of this Operator, given that those directors are also members of the Supervisory Council.

It is precisely the senior directors of the Ministry, the trusted people of former Minister Belinda Balluku, who actually run the OST, or guide it or more precisely bargain on what should be spent and who should be trusted. The Council has included general secretaries, deputy ministers, important directors of the Ministry of Infrastructure and Energy, who also dictate the director of the Operator, who is in fact again a "trusted" person.
Vox News has researched a document from the Public Procurement Agency, dated April 24, 2026, which conducted a verification at the OST. It concerns several tender procedures, advertised by third parties, which participated in the tenders, and found numerous violations.
The document details that violations were found in at least 2 procedures, a public supply contract and a public works contract. "The contracting authority did not act in accordance with Article 92 of the law 'on public procurement', regarding the evaluation of participating economic operators. The PPA decided to propose taking disciplinary measures against 4 persons and to fine 9 persons, identified as responsible for violations and deficiencies found in the decision," the explanation of the measure taken states.

These are extremely serious violations of a state institution, worthy of a criminal file from the Special Prosecutor's Office, because if administrative investigations find violations for 13 people, OST officials, it means that every cell of that institution is criminalized. A criminal investigation can reveal where the millions of euros allocated have ended up, the role of each person, or even the administrator.
If 13 employees are caught with violations, is it possible that administrator Elisian Bici does not have information? Which manager allows these violations, or gives free rein to subordinates in making tenders, in shooting millions, in signing contracts, in concluding agreements. Undoubtedly, "the fish stinks from the head", since such a high number of officials have been found with violations.
Vox News has learned that the current director, Elisian Bici, took office in January 2025, replacing Skerdi Drenova. In the decision dated January 10, 2025, the Supervisory Council appointed Bici as administrator, as time passed and, although there were changes in the government or with the departure of Balluk, he is still in that position. He has warm arms, both in the ministry and in the Council, since the ministry is once again filled with Balluk's trusted people, who are also members of the Supervisory Council.
