The Director of the Vlora Psychiatric Hospital, Elpiniqi Mërkuri, has been caught with numerous violations by a report issued by the Public Procurement Agency, casting great doubt that every procurement procedure in that institution is carried out with violations, while the fact that the director continues to be in office remains even more unclear.

The report in question deserves a full investigation, as we are all witnesses to the patients of that hospital facing a lack of infrastructure, conditions, medications, or even food, while the media have continuously reported on numerous violations, including the inhumane treatment of the sick.

It seems that the problems come from the head, from the heads and the director herself, Elpiniqi, who seems to have been moving up the career ladder in recent years, after she was catapulted from a simple employee in Tirana, in a pharmaceutical company, to the position of Mayor of Vlora.

In that position, Elpiniqika signed everything served to him by the Municipality, whether it was forgiving properties for photovoltaics, for beach permits, for the creation of companies that would devour properties in the coastal city, or even for occupying public spaces.

However, her greatest abuses, at least moral ones, seem to be during her time running the Vlora Psychiatric Hospital, where for a short period, the Public Procurement Agency found violations in at least 33 tenders. Stealing from the mentally ill, taking their food, clothing, and medicine is an inhumane crime that at least deserves to be criminally investigated.

Vox News has researched official documents from the Public Procurement Agency, which detail Director Elpiniqi's violations. A total of 33 tenders, 25 procedures and 8 contracts were audited and found to be in violation.

Violations were found in 2 open procedures, 7 simplified procedures, and 16 low-value procurement procedures. Numerous irregularities were also found in 11 public supply contracts, 13 public service contracts, and 1 public works contract. So, violations in everything!

Among the violations found, according to documents researched by Vox News, is that the Hospital and Elpiniqi himself did not act in calculating the procurement value. Also with the qualification criteria, that is, by setting criteria that were "captured" by certain firms. Were they predetermined?!

The violations continue because the Psychiatric Hospital has not proven whether the requirements stipulated in the tender documents and contract obligations have been implemented for the contracts. The report predicts that violations were also found in a VKM, which was not implemented.

If we analyze the above-mentioned violations, we will notice that there are not only abuses, but also several criminal offenses. There are not a few, but a total of 33 procedures with a great economic damage to the state budget, or even a harm to the patients of that hospital.

"Based on the law 'on public procurement', the PPA decided to propose taking disciplinary measures against 14 persons and to fine 8 persons, identified as responsible for violations and deficiencies found in the decision," the decision states.

It seems that, in all the above-mentioned abuses, Director Elpiniqi has been "amnestied", as there are no measures against her. If 14 of her employees or subordinates abused, does Director Elpiniqi know anything? Who ordered these employees to make tenders?

Of course, the report of the PPA or even the ALSHI deserves a full and in-depth investigation. Law enforcement agencies have a strong indication to open at least one file. Whether they will follow through remains to be seen, but at least these abuses, which burden precisely patients with problems, should be investigated.
