The policies of the current majority are completely right-wing; tenders, permits, state land and concessions are only taken by a handful of people, the richest. These people even dictate the decision-making of state institutions, "ordering" them to destroy everything in their path, to the detriment of the most needy or ordinary people.

To pave the way for the projects of the rich, the state demolishes the businesses, homes, and warehouses of the poor. There are dozens of cases, where every time there are demolitions that destroy constructions in Theth, Velipojë, Kepi i Rodonit, Durrës, Vlorë, Himara, or Saranda, a project is born on the "robbed" and state-owned land.

In these lines we will stop at the heart of Vlora, where paradoxes abound, where on the one hand the state acts mercilessly, to the detriment of local residents and on the other hand it has given the oligarchs for 1 euro a huge area, the Port land, to build palaces, hotels and private restaurants. Within 24 hours, the IKMT, now led by the former Prefect of Vlora, Afrim Qendro, whose family is also involved in construction, has demolished a family's two-story apartment, to make way for the construction of "Marina Vlora".

But if on the one hand the AZHT approves construction permits for the numerous and multi-storey buildings of "Marina Vlorës" week after week, on the other hand the leftist government demolishes the apartments of local residents with papers, without compensating or expropriating them, just to please the next oligarchs. It seems that the oligarchs who are building that complex are used to having the land for free and not negotiating with the legitimate owners.

In this case, the left-wing government should have done the opposite, protected the local residents and not thrown them out onto the streets, as it did with the family who built the building on their land with hard work and sweat. Within 24 hours, the "builder" Afrim Qendro made the decision to build without a permit and urgently sent in the demolition crews, destroying the family's property.

According to the document available to Vox News, the IKMT decision has the number 17, dated April 2, 2026, which concerns the demolition of the illegal building. "Based on the report number 4, dated March 26, 2026, the IKMT inspectors, after conducting an inspection of the legal entity Vrion Çuni, Elizabeta Çuni, at the address '1 Maji' neighborhood, 'Irakli Pylli' street, Vlora Municipality, have found the administrative violation of a 1st floor and 2nd floor building without a construction permit," the document states.

IKMT-ja vendosi “dënimin e kundravajtësit Vrion Çuni, Elizabeta Çuni me prishjen e objektit të kundraligjshëm objekt 1 kat dhe 2 kat pa leje ndërtimi”. Në fund të këtij dokumenti shkruhet se “kundër këtij vendimi mund të bëhet ankim i drejtpërdrejtë në gjykatë, brenda 10 ditëve, duke filluar nga data e njoftimit të vendimit. Vox News ka mësuar se, trualli dhe godina e familjes Çuni kanë qenë në “rrugën” për te kompleksi që po ndërtohet pak metra më larg. Nëse do t’a shohësh me sy të lirë, banesa është shumë afër “Marina Vlorë”, e cila ka filluar të lulëzojë, pas një mori vendimesh për miratimin e lejeve të ndërtimit nga Këshilli Kombëtar i Territorit.

Vox News shfletoi dokumente të tjera, të miratuara nga qeveria e majtë që mbështet oligarkët, të cilët bëjnë fjalë për lejen e ndërtimit për faljen e një sipërfaqe të mëdha pronë shtetërore, ku po ndërtohet “Marina e Vlorës”, me godina shumë katëshe.

“Objektet do të zhvillohen në një truall me sipërfaqe 57.502 m². Zona qendrore e caktuar për zhvillimin e Masterplanit të Marinës së Vlorës, është zona aktuale e portit. E përjashtuar nga zhvillimi (por jo nga operacionet e marinës) është gjurma e parkut të ri publik. Janë disa zona aneksesh jashtë pronave të portit, të cilat janë pjesë përbërëse e masterplanit, për të garantuar aksesueshmerine, sigurinë dhe vazhdimësinë” thuhet në dokument.

Pra, privati ka marrë edhe toka e troje të tjera përveç Portit të Vlorës, vetëm e vetëm që të kënaqë oligarkët.

Në dokument përcaktohet aktualisht ka disa ndërtime ekzistuese brenda zonës së prekur të projektit. “Disa ndërtime janë planifikuar për prishje (të pjesshme) sipas projektit të Parkut Bregdetar të Vlorës. Ndërtimet e tjera duhet ose të prishen ose të rinovohen si pjesë e projektit të propozuar, ku ndër to janë edhe ‘ndërtimet dhe strukturat e jashtëligjshme”, thuhet në dokument.

Other documents that Vox News has researched write that the demolition was planned years ago, while the IKMT did not make a decision due to the fear of a lawsuit in court and the blocking of the decision. It is an old scheme that the Inspectorate has carried out for years, where within a few hours of the decision, it sends the debris for demolition. But the bill for the damages goes to the budget and taxes of the citizens themselves.

The Çuni family building has been at an important junction for the Marina, while the KKTU documents state that “the project is heavily dependent on the new main access road that is currently planned by the Municipality of Vlora. The access road will provide the main access to the development and the Marina, which it does while minimizing the negative effects on the rest of the city due to its direct connection to the Trans-Balkan road, which is the main road of Vlora.”

The documents are early and define in detail the entire footprint, even the surrounding buildings, which are not expropriated but are being put on a lease. On those properties that are private, the oligarch will build a large public parking lot, underground parking, and a shopping mall with its own surfaces.
