
Yesterday, Prime Minister Rama published a report in which Albania ranked first among the Western Balkan countries and among the first in Southeast Europe for political transformation and governance.
The data came from the Bertelsmann Stiftung Transformation Index, which analyzes and evaluates every two years the quality of democracy, economic performance, and governance around the world.
According to the report published by Rama, this report includes 137 countries, while Albania ranks 20th and first in the region, with 7.70 points, as a result of assessments over the period from February 1, 2023 to January 31, 2025.
VOX News has researched this report and it turns out that the statistics published by Prime Minister Rama and then distributed in the media are missing some truths.
Let's take a look at the parts of the BTI report that Ram did not publish and the media did not bother to investigate:
1) Weak law enforcement and political influence in institutions
The judiciary is formally independent, but is affected by pressure and corruption.
The institutional patronage system is widespread
Parliamentary majority can influence independent institutions
Decisions are often undermined by external influences
2) Strong political polarization and ongoing conflicts
High polarization between parties
political conflicts that block institutions
aggressive rhetoric and political accusations
protests and calls for the overthrow of the government
lack of neutral mechanisms for resolving conflicts
3) Reforms dependent on internationals
The justice reform has been designed and overseen mainly by the EU and the US.
Lack of full local ownership
It is uncertain whether reforms will continue without international support.
4) Politicized and meritocratic public administration
5) Economy with unequal competition and informality
The informal sector remains large
Market rules are not the same for everyone.
Public investment management has weaknesses
Debt and fiscal policy have challenges
The economy is open, but not completely fair
6) Serious problems with property and land corruption
80% of property data is incorrect
10% of the territory is not registered
Legalization of informal construction creates problems
Corruption in the property sector is widespread
Court decisions on property are often not enforced
7) Weak environmental policy
The environment is often sacrificed for economic development
The rules are weak.
Hydropower plants even in protected areas

Why Albania ranks higher in the BTI than countries in the Balkan region:
Less political crisis than Montenegro
Less centralization than Serbia
Less ethnic tensions than North Macedonia
Progress in European integration
Relative institutional stability.
The Prime Minister published a map showing Kosovo without clear borders with Serbia:
Prime Minister Edi Rama, spurred on by the (positive) report, has published a map of the Balkan region where, surprisingly, unlike other countries, Kosovo's border with Serbia is shown with dashed lines.

After many opposing comments on the initial post regarding the published map, Rama decided to change the map photo, publishing another one where the Kosovo border is clear.

On maps, dashed lines are used to indicate unclear or disputed borders. Thus, such a representation suggests that Kosovo's border is not final or fully accepted.
Albania is among the first countries to recognize Kosovo's independence and should be its strongest supporter in every aspect.

At the beginning of the post, Rama writes that this is "THE REPORT YOU WILL NOT FIND ON CHANNELS AND PORTALS", VOX News is publishing the full (positive) report in English, as in Albanian it spoke about how people connected to crime are employed in the administration.
