The new Minister of Defense, Ermal Nufi, has openly come out against former Minister Pirro Vengu, for a lucrative tender for the air base in Kuçova. In fact, there were several behind-the-scenes reasons for Vengu's dismissal, because he refused to sign on to some secret tenders, for people favored by the majority or even the Prime Minister himself.

It seems that the rotation at the head of the ministry has also brought a change of course, with the new minister having a more liberal approach to signing or even more diligent in implementing the orders that come to him from above. If Vengu was afraid of SPAK or any possible investigation that could come, Nufi seems more predisposed to sign everything that comes to his table.

Perhaps, the tender he canceled was "tailored" for someone else, and the best scheme is to re-run it from scratch, to prepare the relevant documents. Our editorial team has learned that these tenders are destined to go to the same hands that are receiving all the defense money, so Nufi preferred to do the procedure from the beginning and not with Vengu's letters, as this way he would be exposed to being caught in the violation.

On April 14, 2026, the Ministry of Defense published the notice of cancellation of the restricted procedure, classified at the "confidential" level, procurement in the field of defense and security.

The tender was opened on November 3, 2025, while the object of the contract is "construction of the infrastructure of the Kuçovë Air Base (construction of the perimeter road, underpass and optical fiber)", located in Kuçovë. The limit fund was a full 731,994,696, or 7.6 million euros.

This was one of Pirro Vengu's largest tenders, while Nufi writes in the document that the reasons for the cancellation are because "the contracting authority cancels the procurement procedure only for reasons that are beyond the control of the contracting authority and unpredictable at the time of the start of the procurement procedure, respecting the principles of equality and transparency, determined by decision of the Council of Ministers."

Nufi has not provided detailed explanations, while it is learned that the same procedure insistently requested by NATO will be reopened.
