Call Centers in Albania are closing, waiting for the new line with the State Police!

In April 2026, during the time of major changes at the head of the State Police, dozens of actions were carried out to crack down on Call Centers, whose activity was to defraud citizens in Europe, supposedly by investing in the stock market. For many years, this activity had spread throughout Albania, and even when one was closed, several were opened with the same owners.

"They appeared like mushrooms after the rain, in every place, in the center of cities, in strategic points, in corners or even in hotel buildings ," a police agent told Vox News on condition of anonymity, confirming that each office had a "shield." Mainly, the "guards" of these Call Centers came from the ranks of the State Police, from directors of departments, deputy directors, chiefs of police stations and chiefs of the State Police.

"Everyone was dependent on a boss. They had a coordinator who was the link between the owners and the leaders of the State Police," continues the same agent, who in the last 3 weeks alone, since the moment of the change in leadership, has carried out several actions, without being exposed or transferred to another sector, just to leave this activity alone.

"Currently - the agent claims - the people involved in this activity do not have a contact and we do not know how long this situation will last ." He further explains to Vox News that police chiefs have regularly used some of their subordinates to allow illegal activities.

"All with the knowledge of the managers in the former Arbanes hotel building," he adds, as he also shows the scheme used by the old managers, some dismissed and some transferred from Tirana to the districts.

"Payment is based on the number of operators. The more employees they had, the more they paid. The more movement they had in the building, the larger the surface area, the more they were paid under the table. But there was money for everyone, for the employees who received crumbs, for the owners or even for the police chiefs," he continues.

Vox News has cross-referenced the information provided by the agent with other data from law enforcement institutions, which shows that the scheme was quite sophisticated and protected abusers in all forms.

"The police, even if they had information, would not go to the place where the operation was being carried out, but to a building or office next door. They would not go to that floor, but to another one, and in the letters they would write that 'we checked it'. The owners or managers would be notified whenever there were actions," he says.

The abuses were in every sector of the State Police, or in other words, in every cell of it, dictated by the dome, which had full knowledge of the activities or information that arrived from European partners. "The owners were also notified when agents from European countries arrived, as each agent left traces in the State Police systems at the border crossing points. Any information about entries and exits was immediately sent to these Call Centers. The names of the agents, their duties, or even the country they came from," said other sources from the State Police.

In other words, if an agent came from France, then the Call Centers that dealt with this activity suspended operations. The same thing happened for agents coming from Italy, Germany, or even Spain.

"The moment they left, these owners were notified of the continuation of the activity. Everything was perfect. The work and the next scams continued. Payment in hand and everything else ," the source claims.

It seems that most of these Call Centers are already suspended. Changes in the leadership of the State Police or of some directors of regional directorates have meant that the owners no longer have the old lines. Everyone is waiting for the signals from the former Arbana hotel building, whether they will be red or green.
