One of the companies that has benefited from tens of millions of euros from tenders is “REJ” owned by the Kapri family in Pogradec, which is known for its strong ties to the majority and the opposition, given that Eduart Kapri was also the mayor of that city. The political connections and sums have led the firm in question to benefit from around 40 million euros from the state budget, through dozens of procedures won for cleaning and greening in several cities, while the same company has also won tenders for construction.

Vox News has consistently denounced the scheme of the firm "REJ" to win tenders, as there were strong suspicions that it collaborated with the former head of the Public Procurement Commission Jonaid Myzyri, given that dozens of procedures were not won by the PPA but by the Public Procurement Commission. The Kapri family firm participated in tenders, made the highest bid and in the first instance at the PPA it did not emerge as the winner. It appealed to the PPC, where this commission headed by Myzyri disqualified other firms and automatically declared the firm "REJ".

But, Myzyr's departure and problems have led to the discovery of the scheme, since it was the Public Procurement Commission itself that notified the Public Procurement Agency that the "REJ" firm had used forged letters to win a hefty tender of 2.5 million euros. But if it used forged letters, isn't it a criminal offense? Why isn't it being reported? Who did it collaborate with and will there be an investigation into this scandal?!

According to documents available to Vox News, on June 12, 2026, the Public Procurement Agency issued a notice to disqualify the firm "REJ" from tenders for a period of 6 months. "APP, in the exercise of its powers, has initiated administrative proceedings to exclude the economic operator 'Rej' shpk, from the right to win public contracts, for misinformation for qualification purposes," the document states.

According to her, this company participated in the tender with the object of "cleaning service for the University Trauma Hospital", with a limit fund of 245,035,563 lek excluding VAT, developed by the contracting authority Centralized Purchasing Operator on 20.10.2025.

"The Public Procurement Agency was set in motion by the decision of January 20, 2026, sent by the Public Procurement Commission, with which the latter proposed to the Public Procurement Agency the initiation of an administrative investigation into the economic operator 'Rej' shpk, based on Article 23 of the LPP, according to the findings made in this decision. At the end of the initiated administrative proceeding, it was concluded that we were in the conditions of Article 78/1/a of the LPP, which provides that 'The Public Procurement Agency excludes an economic operator from the right to win public contracts for a period of 3 months to 3 years for misinformation and submission of documents containing false data for qualification purposes ," the document states.

It is further specified that with decision no. 25, the PPA has decided to exclude the economic operator "Rej" from the right to win public contracts, for 6 (six) months, from the entry into force of this decision.

On June 25, 2025, the owner of the company "REJ", Luan Kapri, transferred the shares to his daughter, Marinela Kapri. He transferred the shares by deed of donation, so no transaction was made. There were suspicions that Luan Kapri collaborated with the heads of state institutions to win public tenders, while he is the brother of Gilbert and Eduart Kapri, the latter of whom was also the mayor of Pogradec.

The firm in question, REJ, according to our editorial team's research, has benefited from at least 40 million euros in public tenders, from Shkodra, Tirana, Elbasan, Pograec, Korça and many other cities. The connections of Gilbert, Eduart or even Luani himself have led to the company easily winning tenders, while the most suspicious connection has been with the former head of the Public Procurement Commission, Jonaid Myzyri.

Given this highly suspicious past and perhaps to lose track, the owner of this company, Luan Kapri, also transferred ownership, while in Pogradec, or in many other places, the "REJ" firm is most closely associated with Eduart, who was sentenced by the Special Court to 2 years in prison for giving permission to his brother's firm, GEDI shpk, to build a multi-story building in Pogradec, without a building permit.

In November 2024, the Vox News editorial team published an investigation titled "Shadow of the 25 million euro scandal, how the company of Eduart Kapri's family is favored by the chairman of the KPP through Arbër Abazi." 

"Since 2021, when he was elected head of the Public Procurement Commission, Myzyri has favored Eduart Kapri's company 24 times, where the value of all tenders reaches the frightening figure of 25 MILLION EUROS. The scheme is simple; tenders are opened by institutions, which declare the companies with the lowest bids the winners. REJ enters the competition with a bid close to the limit fund, which does not win in the first instance. REJ appeals to the Public Procurement Commission, which does not qualify the lowest bids and declares the REJ company the winner. There are suspicions that the difference between the lowest bid and the one declared the winner by Kapri's firm is precisely the bribe," denounced Vox News.

But what decisions has the CPC made in favor of the Kapri family?!

Vox News researched dozens of decisions of the Public Procurement Commission at that time, where the firm “REJ” was clearly favored by the Public Procurement Commission, despite having the highest bids. With the aforementioned scheme, Myzyri – Abazi – Kapri caused the Albanian state tens of millions of euros in damage. Law enforcement agencies have the evidence open, as only a verification in the APP, the Public Procurement Commission or even in institutions is enough to fully uncover the scheme.
