One of the many roads that collapsed was the Burrel Ring Road, an investment to facilitate the passage of vehicles, mainly heavy, to avoid the city center. Of course, the construction of a road is always positive, as it brings convenience for users and saves energy, time and money.
But, in this small country of ours, road construction has always been accompanied by numerous abuses, with predetermined tenders, preferences for winning firms, or even massive demolitions, from north to south, from east to west, to the point of isolating entire provinces.
But, the scandals with these collapsing roads lie in the decision-making of the responsible institutions, which instead of forcing the companies that build these roads to break even, spend more money to repair them, even though they are within the warranty.

According to documents researched by Vox News, in recent days the head of the ARRSH, Ami Kozeli, has signed another dubious tender, that of the refinancing of the Burrel Ring Road. Even before the causes of the collapse are revealed, whether the fault was the designer or the builder, this Authority is holding a tender and with the money of poor Albanians that is being stolen day by day, it will repair the mistakes of private firms.
The object of the tender is "Engineering Measures Burrel Ring Road", while the limit fund is 90,833,340 lekë. If we convert to euros, at today's exchange rate, the amount goes to a full 955 thousand euros. An extremely high value, especially not from the pockets of the perpetrators, but from the pockets of taxpayers, given that the total cost of building that road was only 1.3 million euros.
If they made a mistake, whether in design or construction, why aren't they punished? They should even be referred to law enforcement agencies, since in this case we have a considerable damage to the state budget. But, the behind-the-scenes of the first tender or this second one that is ready, show a lot, since time has shown that construction firms that don't do the road well go and win these new tenders too, as was the case with the collapse in Librazht.

For many months, the Lower Ring Road of the city of Burrel has been out of service, after suffering 4 collapses, two of which have damaged the entire body of the road. The most problematic area is on its western side, where in at least two places the entire route has been severely damaged, making it impassable for any type of vehicle.
Most of the residents are unable to drive to their homes, while the road collapse continues, putting their homes at risk. The total reconstruction of the Lower Ring Road of the city of Burrel is financed by the Albanian Road Authority, worth 128 million new lekë, and started two years ago. The project was being implemented by the company “ULZA” sh.pk, owned by the builder Ndue Shpani, which in Mat alone has won projects for the reconstruction of four schools as well as the “Theme Park” project in Bulqiza.


The Burrel Ring Road is currently inaccessible, although reconstruction work on the ring road began and was completed last year. The ring road was not fully operational due to damage caused by heavy rains in October 2025.
The building remained unapproved and untaken over. The road has been a constant problem in terms of collapses, and since 2010 it has been almost impassable for heavy vehicles.
