Hydrocarbon deals have been one of the biggest gangrenes of post-communist Albania, where private individuals who seized oil and gas fields have enriched themselves at the expense of the state itself, even collaborating with bureaucrats in offices, sharing everything. Some deals have led to major criminal cases, the most recent being the Bankers affair, the company that received the concession for the largest oil field in Albania, Patos-Marinëz.

There have been criminal cases in the past, from the attempt to privatize the state-owned oil company, Albpetrol, to the shell and phantom companies that took over the administration of the fields in Vlora and Fier. A not-so-glorious history, where Albanians have seen their wealth stolen day after day, where the companies, after exploiting the subsoil, pay no taxes, customs duties or mining royalties, not even the workers.

All of them, without exception, establish a genuine criminal structure, with several mushroom-type subcontractor companies that are totally managed by the big owners. The Bankers case brought precisely this suspicion, where after the crackdown by the Fier Prosecutor's Office and then by SPAK, several subcontractor companies began not to pay their workers.

But what does this state of ours, composed of bureaucrats and arrogant people, do? Instead of putting the dots on the i's, they make useless letters and paperwork, dragging out processes that should have been closed long ago. At stake are tens, if not hundreds, of millions of euros, where just dragging out and not making decisions brings a huge and colossal benefit to the concessionaires.

Although scandals follow each other, especially in the oil fields, controlling institutions and even law enforcement institutions continue to only do paperwork, where one throws and the other waits, one arrests and the other releases, one institution imposes a hefty fine and an official does not even bother to collect it. And in all this situation, the National Agency of Natural Resources launches a new tender.

According to documents available to Vox News, the object of the procurement procedure is "selection of legal and technical experts for hydrocarbon agreements". The limit fund of this procedure is a full 100 thousand euros. The opening of such a tender has two sides, either these bureaucrats do not want to make decisions with their name and signature, or they are incompetent. Maybe they are not incompetent, since even a person with minimal knowledge will keep his own mind, or those that he has tolerated and perhaps stolen.

Therefore, the suspicions are that this Agency is simply dragging out and delaying the entire procedure, where the expert will decide which agreement is good and which is not. Then, these documents will be passed on to the useless councils of the institutions, from one office to another, from the agency to the ministry, and thus the next scandal will be forgotten.

In the letters AKBN writes that a professional service is required for the oil industry. But, those hundreds of employees in that agency, what do they do? What do they analyze and what do they decide? It seems that the state offices have turned into nothing more than a large warehouse of papers, where everyone tries to drag out processes, this at the expense and detriment of taxpayers and perhaps in their own interest. But, how long will it last?!
