The Centralized Purchasing Operator has become the most important institution in making tenders. At least until now, before the Prime Minister's initiative that "artificial intelligence will make tenders."
Currently, the "intelligence" in question has a name; Arlinda Pogaj, the director of the OBP, which tenders millions of euros every week. Arlinda makes tenders for food, clothing, medicines or for various product purchases.
It has become the epicenter of the very functioning of the state, where every minister, director, and responsible person has their "eyes" on Arlinda to see who she will choose as the winner of these procedures. Time and again, the same head of state also turns her eyes to the media, making fun of and "bragging" about how much money she has saved.
But, by getting used to making large-value tenders, it spends hundreds of thousands of euros for products that until yesterday cost tens of thousands of euros. Such is the tender that the VoxNews editorial team has analyzed, a procedure for which was opened by the Centralized Purchasing Operator.

In recent days, the Public Procurement Agency has announced a tender to purchase animal feed. Of course, every living being deserves the most dignified treatment and conditions. But when you look at the value of the tender, of course many doubts arise.
The object of the procedure is “purchase of concentrated food for dogs and puppies”. The food will be purchased for the Police Dog Training Institute. So far we have seen dogs with droppers in police operations, in operations to seize weapons, drugs or anything else.
Even in the search for missing people or anything else, our country leaves a lot to be desired, so much so that 6 years ago when Albania was hit by a strong earthquake, neighboring countries even came with dogs to detect the locations of people under the rubble.
But, let's stick to the tender in question, since the OBP writes that the limit fund for food purchases is a full 51,249,800 lek. If we convert it into euros, the amount goes to about 520 thousand euros. That much money has not been used for food for the special forces, those who go to every action.
If we are to assume that our country already treats animals with dignity, at the very least this Operator should provide explanations about how many dogs the Institute has, how much food they want, what they will buy?!
