Arena Casino , the casino located in the National Stadium, Air Albania, is operated by the company Space+ .

To date, the shares of this casino are owned 99 percent by the Ismaili company AlbStar and 1 percent by a company called W-CZ Holdings sro, linked to Bledar Sinan and Johannes Weissengruber , the latter a well-known businessman in the gambling industry, based in Vienna, where he owns the company Apex Gaming.

But from today the casino will no longer be in these hands.

A shell company registered in Wyoming, United States, will be the new owner of Arena Casino.

The transaction was announced by the Competition Authority through an official announcement, while the anonymity of the buyer raises major questions about the role of the Gambling Supervisory Authority in approving the sale.

"The Competition Authority has registered letter no. 722 prot. of the CA, dated 13.08.2025 "Confirmation of the Deposit of Documents", with which we have been notified regarding the proposed transaction on the entry of the company GLG INVESTMENT SHPK into the company target Space+ SHA through the acquisition of the shares owned by the company ALB - STAR SHPK, which represent 99% of the share capital," the Competition Authority's announcement states.

GLG Investment is a company founded by Gerti Lumani , an Albanian citizen living in the US, in March of last year.

But at the end of last year, Lumani sold the company GLG Investment for 100 thousand lek to an American company called Lake Horizont LLC. This company will be the owner of the Arena casino.

Anonymous owner and a serious web of scandals

Lake Horizont LLC is a company founded in the state of Wyoming on May 2 of last year with an unknown owner.

Its organizer is a Venezuelan-born citizen named Joselises Maradey , while the registration agent is called Registered Agents Inc., a registration company involved in several major scandals.

Under American law, the organizer is the person who prepares the documents for the establishment of a company, while the registration agent is the one who receives legal and tax notices from the authorities.

None of these are the owners.

Registered Agents Inc. is a registration office that has registered more than 260,000 companies.

Last year, the registration office was embroiled in a serious scandal, as it was dubbed by the American media as a factory of secrets.

An investigation by Wired magazine found that Registered Agents Inc. massively used fictitious names to hide the real owners of the businesses it registered.

One of the most famous fictitious names was Riley Park, a person who did not exist, but who appeared as an owner in dozens of shell companies.

Several former employees of Registered Agents identified at least 10 fictitious people whom Registered Agents presented as company owners.

But it doesn't end here.

Also last year, Registered Agents Inc. was involved in another major scandal as it enabled North Korean agents to create shell companies in the US and fraudulently earn millions of dollars by transferring them to North Korea.

Suspicions of violating the law

The Albanian Law on Gambling prohibits the Gambling Supervisory Authority from licensing casinos with owners, administrators or persons in the management bodies who have been convicted or are under criminal prosecution.

Strong restrictions on casino ownership are linked to the high risk these entities pose for money laundering or the financing of crime. But the fact that Lake Horizon's owners are anonymous casts serious doubt on whether legal requirements have been met.

Furthermore, this is a high-risk transaction for money laundering and should automatically be subject to verification by the Anti-Money Laundering Authority. Companies licensed as casinos are required to have a minimum capital of 12 million euros. This means that the transaction for the purchase of Space+ is at least of this size.

The law obliges the AMLF to verify the source of casino funds. But so far it is not known where the funds for the purchase of the Arena casino came from.

Most likely, the new secret owners of the Stadium casino are Albanians. Just as the funds for its purchase are also from Albania.

But the fact that they are hiding is a strong indication that authorities are verifying who is moving billions in the gambling market.
