APIS Construction is a company founded in 2014, initially under the name Global Service Consulting , by a citizen named Besnik Binjakaj.

But as soon as it was founded, the company suspended its activities and went into passive status.

Global Service Consulting was suspended for a full 7 years to be reactivated in 2022.

Immediately after reactivation, in June 2022, Besnik Binjakaj decided to donate his shares to a person named Ervin Tartaraj .

But Tartaraj is an immigrant living in Italy. He is simply a frontman, as the real owners of APIS are others.

And this would be confirmed only a few months later. Initially, when Gloria Taçe was appointed as the company's administrator.

Later, Taçe became a 50 percent shareholder, and a few months later she sold the shares back to Tartaraj. All transfers of shares were made through donations, never paying taxes.

If APIS were a company doing business in the private sector, these moves wouldn't matter much. But APIS has begun to grow at lightning speed, winning contracts worth millions of euros from public institutions.

This is because its owners are people with strong ties to the government.

The real owner of APIS is Sibjon Çobaj. Gloria Taçe, who appears as the company's administrator, is his wife. Mr. Çobaj is the nephew of Sakov.

He owns a network of companies, through which he has created an effective chain of embezzlement of public funds.

One of them is Sire Alb, which carries out public works projects, which then end up in the hands of Apis and 2T.

So, the same hand makes the projects and wins the tenders.

This scheme has been implemented in a number of public tenders, especially in the southern municipalities, where Apis and 2T are wreaking havoc. And Apis' business has begun to flourish.

From 7 million lek in 2022, Apis' turnover last year jumped to 86 million lek, or almost 900 thousand euros, increasing 10 times in just two years.

But this year the figure is expected to increase even more as the company, together with 2T of Sakove, is taking tenders in a series in every municipality in the South.
