State institutions and officials have been put in a "competition" over who does the worst tenders or who steals and wastes the most. Suspicions of pre-determination, fraud, falsification of documents, wasting tens of millions of euros. But, despite the fact that some officials have been accused, even deputy prime ministers, ministers, mayors, or senior directors, there are still abuses and violations of the law.

But when even the temple of democracy, the Assembly, doesn't know how to make tenders, how is it done? Naturally, the system is "smelly from the head", as it is enough to listen to the language or the quality of representation, the ignorance of some, to be where we are, without any perspective and with frightening abuses.

And what can you expect from a legislature, the one that passed or the one that was recently elected, to make good laws, when the Assembly itself is caught with violations in the making of tenders. Of course, the deputies do not prepare documents for tenders, do not choose the winning firm or conclude a contract, but they are precisely the drafters of the laws that regulate the making of procedures.

Normally, the first ones who should enforce the law are the employees of the Albanian Parliament, so that others do not steal.

According to documents available to VoxNews, a few days ago the Public Procurement Agency issued a notice of a verification carried out at the Albanian Parliament. An administrative investigation was conducted, initiated by third parties (firms that participated in the tenders), where violations were found in two open tender procedures. A tender for a “public supply contract” and a tender for a “public service contract”.

"The contracting authority (Parliament) did not act in accordance with Article 78 of the decision of the Council of Ministers 'on the approval of public procurement rules', as amended, regarding the argumentation of technical specifications, in procurement procedures subject to administrative investigation," says the Public Procurement Agency.

A serious violation, despite the fact that the PPA has simplified it, citing laws and DCMs. It writes in the document that the Assembly employees did not properly prepare the tender documents, or more precisely, they adapted them to a firm, which later emerged as the winner. Here we are dealing with a predetermination of the winner, a serious criminal offense, which normally deserves a criminal investigation, in addition to the administrative one.

The second violation is that the Assembly, says the PPA, did not act in accordance with the law, even in drafting and justifying specific qualification criteria, in at least 2 tenders. So, they excluded firms solely through documents, again a criminal offense.

Finally, the PPA writes that it decided to propose to the Speaker of the Albanian Parliament, Niko Peleshi, to take disciplinary measures against 5 persons, identified as responsible for the shortcomings found in the decision.

Sources from the APA told VoxNews that the violations found were at the time when the Assembly was led by Ms. Elisa Spiropali, now Minister of Foreign Affairs. The employees are still in office, while Peleshi must now make a decision whether to take any measures or report them to SPAK or the Tirana Prosecutor's Office.

Now the "ball" is on Pelesh's side, who seems to be in an open "war" with Spiropali, after the publication of the long list of advisors with staggering salaries.
