The tenders for school laboratories have been the subject of an investigation by the Special Prosecutor's Office, following suspicions of favoritism towards the winning firm or even the lack of information technology equipment in the country's schools. Undoubtedly, quality in schools should be primary for a government, just like hospitals or order.

History has shown that there has been no shortage of money, from the famous tablet project of the "Berisha" government, where it was promised that teaching would be done with computers, to the governments of "Rama 1, 2, 3 and 4", where tens of millions of euros were spent. Internet and laboratories in schools were promised, but most schools have neither internet nor laboratories.

In recent years, several tenders have been held, apparently highly controversial, where the winner has always been the highest bidder. There have been seizures of phones of AKSHI officials, owners of private companies, and even some officials of the Ministry of Education. But, so far, SPAK has not yet come out with a concrete announcement whether or not it has taken any defendants.

And, in this whole situation where education seems to be in the worst of times, where the level of schools and teaching has been heavily questioned, where dozens of schools have been closed and the number of students has decreased, AKSHI opens another tender for laboratories.

It seems like a somewhat outdated procedure, not intended to increase the quality of teaching or fix major problems in education. It seems more like a next-level job for certain, favored firms that always win the same tenders.

According to documents available to the VoxNews editorial team, a tender has been opened with the object of "establishing Smart Labs - a network of ICT laboratories for the pre-university education system". This is the third phase of this procedure, writes AKSHI, while the limit fund of the entire procedure is a full 3,503,394,300 lek.

AKSH writes that it is an electronic intelligence system, but what stands out in this entire procedure is the doubling of the value. The previous tender fund was around 17 million euros and the last one was opened in 2023.

At that time, there were serious doubts about the predetermination of the winner, as the AKSHI changed the criteria twice. This was done to eliminate competition and exclude participating companies from the competition, with the aim of predetermining the winner.

Meanwhile, there have been other discussions due to inflated costs, as the tender at the time envisaged the establishment of laboratories in 216 schools. It is learned that a laptop would cost a full 3 thousand euros, while if you were to buy it on the open market, 1 laptop costs from 600 to 1000 euros, even of very high quality.

In other tenders, with the same object, AKSHI has always favored the firm "Albascan", which has recently won tenders in several security institutions such as prisons, courts, guards or even from SPAK itself. Could it be that this tender will also have the same winner, but with a very high price?!
