Today ends the three-week deadline set by the High Prosecutorial Council for special prosecutors to express interest in the position of head of SPAK.
So far, prosecutors Klodian Braho, Elvin Gokaj, Doloreza Musabelliu and Adnand Xholi have submitted applications to the KLP.
The mandate of the SPAK director is 3 years and without the right to re-election. In the 6 years of its existence, SPAK has been led by Arben Kraja and Altin Dumani, with the latter ending his mandate in December.
After the deadline closes, the KLP will have two months to review the candidacies, conduct public interviews, and make a decision by vote.
Profiles of each candidate:

Prosecutor Doloreza Musabelliu is one of the four candidates in the race for the head of SPAK. Musabelliu is one of the graduated magistrates who, due to her high results, was immediately appointed to the Serious Crimes Prosecution Office. She is from Poliçan.
Musabelliu is one of the few prosecutors who speaks French, and has often been selected by French authorities for bilateral investigations in the field of trafficking. She was one of the first prosecutors to conduct an investigation against Emiliano Shullazi and seek conviction for drug trafficking and weapons possession.
The prosecutor has investigated former judge Ibrahim Hoxha, Italian Guido Guidi, the pilot who got stuck in Ishëm for corruption, while she had in her hands the Toyota Yaris file with millions of euros seized in Durrës and the Lushnja massacre in 2017. She was also the head of the Task Force unit at the Serious Crimes Prosecution Office and left this position in 2017.
Musabelliu completed the Magistrate's School in 2002-2005 and was later appointed as a prosecutor in the Serious Crimes Prosecution Office. Musabelliu, according to the repentant justice Artan Tafani, is the prosecutor who was pursued by Laert Haxhiu's group to eliminate her in connection with the Lushnja massacre of Orges Bilbili and Laert Haxhiu.

Prosecutor Adnan Xholi is one of four candidates in the race for the head of SPAK. Xholi has previously run for this position. He is currently deputy director of SPAK and head of the organized crime section. Xholi has investigated and brought to trial dozens of criminal groups and has dismantled SKY ECC files.
Xholi has been working in the justice system for more than 20 years. In January 2018, with the changes made to the prosecution by the interim Chief Prosecutor, Arta Marku, Prosecutor Xholi was appointed head of the Judicial Directorate.
In 2021, he passed the vetting and since July 2021, he has joined the SPAK special prosecutors' team. Previously, he has held leadership positions in local prosecutors, and for many years he was a prosecutor at the former Serious Crimes Prosecutor's Office. Xholi has held the position of Director of the Judicial Directorate at the General Prosecutor's Office. He has also been the Director of Investigation Control at the central prosecution institution.

Klodian Braho is a prosecutor at SPAK. He was appointed to this institution on December 19, 2019, after being confirmed in office by the Independent Qualification Commission as part of the re-evaluation process, or as it is otherwise called, the vetting process.
Braho entered the justice system on November 14, 2007, after completing his studies at the Faculty of Law at the University of Tirana and the School of Magistrates.
He began his career as a prosecutor at the Prosecution Office at the Berat Judicial District Court, where he worked until 2012. He then transferred to the Vlora Prosecution Office, where he served until 2015, including a period as deputy head of this institution.
In 2015, Braho was appointed to the Serious Crimes Prosecution Office in Tirana, where he was involved in investigations of cases of a special criminal nature. After the dissolution of this prosecution office and the creation of SPAK, he was appointed a prosecutor in the new structure.
During his career, Braho has been part of investigations related to high-ranking officials and subjects suspected of organized crime. Among the files he has followed is the one against former Chief Prosecutor Adriatik Llalla.
In 2022, he was involved in the process of running for the position of head of SPAK, but then withdrew from the race.
In March 2023, Braho resigned from part of a file he had under investigation, related to the incinerator issue, following allegations raised by parties involved about a lack of transparency in procedural actions.

Elvin Gokaj is a prosecutor at SPAK. He started his career in 2000 at the Mati Prosecution Office. From 2007 to 2013 he was the head of the Elbasan Prosecution Office. In 2014 he was appointed to the Shkodra Appeals Prosecution Office, where he later held the position of head. In December 2021 he was appointed a prosecutor at SPAK.
During the vetting process, he was suspended for one year and returned to the Magistrates' School for professional problems. After a review at the College, he was confirmed in office.
He has investigated several high-profile cases, including the case against Belind Këlliç for concealing assets and forging documents, as well as the "Buka sh.a." case related to the privatization of a factory and the allegations of abuse of office against former Deputy Prime Minister Arben Ahmetaj.
