"Just two minutes from the center of Tirana" , this is the advertisement that the company " Am&Zo " is distributing on social networks, for the project called " Mara Palace ".

The residential complex is expected to be a building with 16 floors above ground and three floors of underground parking.

It is located in the "Red School" area, really close to the center of the capital.

On September 26, 2025, the National Council of Cultural Heritage, under the leadership of Minister Blendi Gonxhja, approved the Archaeological Potential Assessment Report for the project "Mara Palace, development of a building with residential and services function", in Administrative Unit No. 8, Tirana, with the development entity "Am&Zo", shpk.

The development company was established in 2023. It is owned by Rei Xhakoli and Orges Çunge, both close relatives of the Mayor of Pogradec, Ilir Xhakoli.

Rei is his son, while Çune is the son-in-law (husband of the mayor of the lake town).

From tenders to towers

Ilir Xhakoli began his professional activity as part of the customs administration during the mandates of the Socialist government, until 2005.

During his period in opposition, Ilir Xhakolli was active in private activities. In 2013, he received the mandate of deputy of the Socialist Party, which he confirmed in the 2017 parliamentary elections.

In 2019, Ilir Xhakolli handed over his mandate as a member of parliament, after being elected mayor of Pogradec, which he currently continues to hold.

In 2018, his son, Rei Xhakoli, then only 23 years old, was hired as a tender manager at the Centralized Purchasing Agency. A year later, Rei was appointed a specialist at the state-owned gas company, “Albgaz,” a position he held until 2023.

In parallel, Rei Xhakoli also develops commercial activities. In 2019, just after he had left the Central Tenders Agency, he created the company "Rei & co", with the main activity being a customs office, but also opening businesses such as a bar-cafe, import-export of various goods, and others.

In 2023, Rei, now 28 years old, creates the construction company "Am&Zo", together with his brother-in-law, Orges Çunge.

After receiving the approval from the Gonxha Committee, the "Mara Palace" project will most likely soon receive approval from the National Territorial Council, under the leadership of Prime Minister Edi Rama.

Permit for “Farka Terraces”

This is not the first time Rama has been "invited" to approve a construction permit for the company of Mayor Ilir Xhakoli's family.

In February 2025, the National Territorial Council had on its agenda the item "Development Permit for the facility: "Terracat e Farkës", located in Farkë, Municipality of Tirana, with the developer company "Am&Zo" sh.pk.

"Boldnews.al" conducted a verification on the website of the Territorial Development Agency (TDA), but did not find this decision, reviewed about 7 months ago, disclosed.

However, in the practice of the ARD, decisions to reject applications are published very quickly.

Meanwhile, permit approval decisions require a period of time to be clarified.

Based on this practice, it seems that Rei Xhakolli's "Terracat e Farkës" must have received the approval of Prime Minister Edi Rama and only its release is expected./ BoldNews
