The State Election Commissioner, Ilirjan Celibashi, has opened a tender to count votes with Artificial Intelligence. The head of the CEC has "copied" in this case Prime Minister Edi Rama himself, who "appointed" Diella, a digital minister, to the government.
It seems that the majority policy has also been implemented in electoral processes, as a large tender for the use of Intelligence was recently opened.
According to documents available to the VoxNews editorial team, the procurement procedure is "maintenance of modules/systems that the CEC has and the assistance service with Artificial Intelligence (AI Assistant/chatbot) for the mayoral by-elections, for 2 months."
Given the 2-month timeframe, the CEC intends to use the system in the local by-elections in Vlora, Berat, Cërrik, Mat and Tepelena, which will be held on November 9. Meanwhile, the service is also expected to be used in the by-elections in Tirana, the date of which will be decided after the decision of the Constitutional Court.

In the documents that VoxNews has researched, it is written that the tender fund limit is 17,400,000 lekë, while special security cameras are also required that can count the votes.
Meanwhile, what stands out about this tender is that the procedure will be done through negotiation, without notice, which means that the winner is predetermined and there will be no competition. All this money, around 180 thousand euros, will be given to a firm that will implement these systems.
In fact, a few weeks ago, the State Election Commissioner himself, Ilirjan Celibashi, declared that the costs of this entire process would be covered by donations from international partners.
"We have started the experimental version of using Artificial Intelligence to search and obtain electoral information through the CEC website, as well as to provide assistance and create facilities for the electoral administration, but also for other entities involved in the electoral process, the opportunity to receive and process this information, or various aspects of the electoral process," he said.
He further added that it concerns the counting and evaluation of ballots, as well as the publication of results. "This project will serve as a test and for the time being will not replace the method of counting and evaluating votes, which will remain the official method of reference for this aspect of the electoral process," Celibashi declared.
