Arlinda Pogaj is one of the directors who procures the most money, where until now her "business" was focused on construction, cleaning or even food. Now, the Centralized Purchasing Operator, where Pogaj is the director, is also entering the "business" of medical medications.

In fact, these tenders have always been very suspicious, passing from hand to hand. Initially, the tenders were made by University Hospitals, Regional or Local ones. Later, mainly during the time when the Ministry of Health was headed by Ilir Beqja, the tenders were made by the ministry. The same thing continued with Manastirli, as now the tenders are made by the Centralized Purchasing Operator.

At the head of OBP is now Arlinda, who has recently entered the medical oxygen business. Her tenders have always been suspicious, even predetermined. A file is in the Special Prosecutor's Office, where several officials and company owners are under investigation, with their documentation and mobile phones being seized.

There have been serious suspicions that all hospital oxygen tenders, during the COVID period, or even recently, were won by only two companies, GTS and MESSER. The prosecution is investigating the possibility that the owners of these companies have made agreements with each other, as it turns out that only GTS participates in one procedure and only MESSER participates in another.

The scheme is clean, since in this way not a single penny allocated from the state budget is lost. Now, this procedure has been entrusted to Arlinda, who has a real trial by fire. Will she continue to do the same thing or will she step out of the "rows"?

According to documents researched by VoxNews, the Centralized Purchasing Operator has opened several tenders in recent days, with the object of "purchasing medical oxygen" divided into 7 lots. The total value awarded is 121 million lek, over 1.2 million euros.

According to the documents, hospital oxygen is required for the Berat Hospital, worth 160 thousand euros, for the Gjirokastër Regional Hospital worth 110 thousand euros, or even for oxygen for the Fier Regional Hospital Center. This center requires 155 thousand euros of oxygen.

The list of tenders continues with the purchase of hospital oxygen for the Regional Hospital in Lezha worth 133 thousand euros. The Regional Hospital of Durrës is requesting 336 thousand euros for oxygen, while another 300 thousand euros are being requested by the Shefqet Ndroqi Hospital in Tirana.

If Arlinda is not going to fall to the same level as her predecessors, or be part of an investigative file, she should conduct a verification. Do the simplest thing. Instead of dealing with crosses for media reports, including VoxNews, go personally or send subordinates to the aforementioned hospitals. To see what deposits, canisters, have been placed.

This way it will be clear who will win these tenders, since in a hospital that has a GTS deposit, the tender is won by the same firm. If the hospital has a MESSER deposit, the winner is the latter. Arlinda must now act, either become a party or part of the predetermined tender scheme, or open her arms and denounce these actions.
